About this opportunity
The Food and Drug Administration Office of Emergency Management is conducting a Request for Information (RFI) for a modernized Emergency Management System (EMS) to replace the aging FDA Emergency Operations Network (EON) Incident Management System, with responses due May 25, 2026, at 2:00 PM ET. This is market research only and does not commit the government to award a contract.
The EMS will serve FDA Centers, Offices, and Programs (COPS) across the agency as a knowledge management platform capturing incidents involving FDA-regulated products that may cause injury, illness, or adverse events. Scope covers approximately 50 percent of the current EON IMS footprint. Mandatory capabilities include COTS architecture, real-time situational awareness, incident tracking and status dashboards, PDF/MS Excel/MS Word reporting, resource management, internal coordination and information sharing, customizable dashboards and workflows, GIS mapping integration, FOIA-accessible data, communication options, pre-built forms and ICS forms, and multi-agency/multi-location event support.
Respondents must submit capability statements not exceeding 15 pages, excluding cover page, to Brian.Wodzisz@fda.hhs.gov. Statements must include company contact information, SAM UEI, business size determination for NAICS 541512 (Computer System Design Services, $34 million size standard), company structure, any Governmentwide Acquisition contract numbers, and proposed NAICS code. The FDA requires detailed responses on FedRAMP-High and ATO compliance, relevant federal and healthcare agency experience, rough order of magnitude pricing for subscription/licensing models with implementation and O&M costs, and answers to seven technical questions addressing implementation services, deployment model, data migration, surge capacity, mobile capabilities, and training. A voluntary Vendor Day with 45–60 minute individual sessions is planned for a date to be determined, with registration due May 25, 2026, at 10:00 AM ET.
Notice text
The Office of Emergency Management (OER) is seeking a new and modernized system for all office emergencies. EMS will serve a variety of users, who work with a variety of issues, including emergencies and day‐to‐day issues. Users need a platform that operates on an issue management model and has strong search and reporting capabilities. The system needs to allow extensive data collection for the different issue types and must be able to maintain the relationships between issues. The system needs to be flexible so that users can provide new features quickly. This allows FDA users to adapt to real‐world situations and adopt new business practices faster. The current EMS will replace an aging system called FDA Emergency Operations Network (EON) Incident Management System (IMS). EON IMS was developed in 2002 and went live in 2004. It’s an old and antiquated system that needs to be modernized. The scope of EMS is approximately 50% of EON IMS.
The objective of this RFI is to secure information on an Emergency Management System (EMS) for the benefit of all existing EON IMS users and FDA Center, Offices and Programs (COPS) throughout the FDA that comply and adhere to all FDA security and privacy standards.
