About this opportunity

The Office of Personnel Management seeks to procure learning system software licenses to support various training and education requirements within customer agency learning ecosystems. Respondents must provide FedRAMP authorized learning systems from various brands including Adobe, Blackboard, Cornerstone, and Oracle. Software must be hosted and responses must include the respondent's ability to act as a value-added reseller to provide installation, administration, and support services. This is a Request for Information. The USAL Learning System Licenses is intended to be 100% small business set-aside under NAICS 541519 (ITVAR). Note: an individual waiver of the nonmanufacturers rule was approved by the Small Business Administration. This RFI is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government.  This announcement is not a request for proposals, and the Government is not committed to issue a solicitation or award a contract pursuant to this announcement or based on responses to this announcement.  This notice is strictly for market research to assist the Government for planning purposes.  The Government will not pay any costs incurred in the preparation of information for responding to this market survey or the Government’s use of the information.

Background

USALearning® (USAL) originated as an e-Gov initiative called GoLearn under the Bush administration in 2004. The centralized domain specific (e-Learning) technical expertise designated it a Government-wide Shared Service Center and Human Resource Line of Business Preferred Provider for all Government e-Learning products and services and renamed USALearning®.  

  

Under the Office of Personnel Management (OPM), USAL program supports all US Government—Federal agencies, state, and local municipalities with training services, training systems, courseware development, virtual simulators, strategic planning, and many other requirements. USAL learning management system (USALLMS) support provides FedRAMP systems to over 60 large and small Federal agencies with non-cloud and cloud-based applications to include but not limited to Platform as a Service (PaaS) and Software-as-a-Service (SaaS) approaches to meet organizational requirements, as appropriate.  

Purpose

The purpose of this requirement is for Office of Personnel Management (OPM) to provide Learning System licenses (or software subscriptions) to support USAL customer agencies.  The contractor will be required to provide Learning system software licenses.  These Learning system software licenses will be utilized to support various training and education requirements within USAL customer agency learning ecosystems.  

These licenses, as shown in the table below, are commercial vendor hosted annual subscription services, provide virtual licenses for live and virtual instructor-led events, content learning portals and platforms, talent & learning management systems, commercial-off-the-shelf (COTS) eLearning content libraries, assessment and survey software, collaboration, asynchronous instructor led platforms and other as required.

Product Requirements

  1. FedRAMP REQUIREMENTS 
  • All Federal Information Technology Systems and Applications shall be FedRAMP Authorized. All listed learning systems or applications will show as “authorized” listed in https://marketplace.fedramp.gov/#!/products.  FedRAMP “Ready” and “In-Process” are not considered as authorized.  
  1. VALUE-ADDED RESELLER (VAR) REQUIREMENTS 
  • VARs must be authorized to represent and sell the manufacturer brand names represented. The offeror may represent more than one software manufacturer.  
  • The offeror must provide evidence that it has the right to represent and sell the proposed manufacturer licenses to the government as applicable. 
  • Requirements will be defined at the task order (TO) level, however the VAR and & software license manufacturer may be required to: 
  • Install, operate, and maintain licenses for Government use  
  • Provide security and FedRAMP authorized solutions that have security controls established to prevent unauthorized disclosure of personal identifiable information (PII) or sensitive content (level and specifics as defined in the TO) 
  • Provide help desk support as required 
  • Provide administrative system technical support as required 
  • Perform customization of software as required and agreed by the manufacturer 
  • Establish data connections to HRIS and other systems as required, along with any interconnection service agreement (ISA) requirements for connection approval by client agency 3rd party systems 
  • Provide training on the manufacturer software use as required 
  • Provide system planning, reporting and other management reports as required 

 

Vendor Responses

Respondents must submit capability statements and information describing the general approach/solution to addressing the listed software brands and product requirements.

Interested sources that believe they have the ability to provide the FedRAMP authorized software licenses should submit a statement of their capabilities to include:

  • Specify all FedRAMP authorized software that you can provide as a manufacturers VAR for the specified brands as referenced in the table above.
  • Provide any FedRAMP authorized software licenses for training and education that are not included in the list above.

In addition to capability statements, respondents must include the following:

  • Organization Name, Address, Email Address, Website Address, and Telephone Number.
  • Size and Type of Ownership and Socioeconomic Designation for the organization [i.e. Small Business, Small Disadvantaged Business, 8(a), Women-owned Small Businesses, Veteran-owned Small Businesses, Service Disabled Veteran-owned Small Businesses, Historically Underutilized Business Zone Small Businesses, etc.].
  • Specify any existing contracts/agreements that you are a Value Added Reseller in offering the software licenses above or additional FedRAMP authorized software not listed (i.e such as, GSA Schedules, NASA SEWP, or existing IDIQ contracts, etc.)

Respondents must identify any proprietary information submitted in response to this Request for Information. The proprietary information must be clearly marked as proprietary. The Government will not treat any information as proprietary unless it is clearly marked.

The Government reserves the right to contact, or not contact, any party responding to this notice in order to obtain further information for market research purposes. The government will not notify respondents of the results of the review of the information received and will not return submittals to the sender. All interested sources must respond to any potential future solicitation announcements separately from responses to this Request for Information.
