About this opportunity
The U.S. Coast Guard is issuing a Request for Information (RFI) to gather industry insights on engineering and sustainment services for Sea Commander (SC) and Maritime Communication Controller (MCC) systems. The RFI seeks support for SC systems aboard National Security Cutters (NSCs) #9-11 and MCC systems aboard NSCs #1-11 and TRACEN Petaluma. Required engineering services include performance specification reviews, technical field support, hardware and software development, sensor and tactical systems integration, navigation systems support, information assurance, and integrated logistics support. The RFI is purely informational and does not constitute a commitment to issue a Request for Proposal (RFP) or award a contract. Interested parties must submit electronic responses limited to 2 pages by January 24, 2025, at 12:00 PM EST to the specified Coast Guard email contacts.
Lockheed Martin is identified as the sole designer and developer of both the SC and MCC systems, which suggests potential competitive challenges for new entrants. There are no specific set-aside designations for this opportunity, indicating it will be open to all qualified engineering services providers within the NAICS 541330 category. The RFI does not specify potential award values, contract duration, or precise budget ranges. Responses are subject to government review, with all submissions becoming government property and no guarantee of feedback or future contract opportunities. Respondents are explicitly warned that they will bear all costs associated with preparing and submitting their information, and the government will not reimburse any expenses incurred in responding to this RFI.

All costs associated with responding to this RFI will be solely at the interested party’s expense.
