About this file

This is a Request for Information (RFI) issued by the U.S. Coast Guard for Sea Commander (SC) engineering and sustainment support services and Maritime Communication Controller (MCC) sustainment services. The RFI seeks industry input on providing support for SC system aboard National Security Cutters (NSC) #9-11 and MCC systems aboard NSCs #1-11 and TRACEN Petaluma.

The required engineering services include performance specification reviews, training and technical field support, contractor developed hardware, firmware and software, Lockheed Martin developed GOTS/COTS software, sensor and tactical systems integration, navigation systems support, information assurance, and integrated logistics support. The Sea Commander system provides real-time tactical data processing, weapons integration and sensor interfaces, while the MCC handles RF signal routing between shipboard radios and antennas. Lockheed Martin is noted as the sole designer and developer of both systems. Electronic responses are limited to 2 pages and must be submitted by 12:00 pm EST on January 24, 2025 to the provided USCG email addresses. Files larger than 5MB must be broken into smaller segments.

1.0 DESCRIPTION

The anticipated contract is for the acquisition of Sea Commander (SC) system engineering and sustainment services and Maritime Communication Controller (MCC) sustainment services on behalf of the USCG Command, Control, Communications, Computers, Cyber and Intelligence

(C5I) Service Center Command, Control and Navigation Product Line (C5ISC PL). Assets covered are systems/equipment resident on/in support of all platforms that require SC and MCC to perform directed missions. The contractor shall provide the necessary support, execution of logistics, engineering tasks and related training to maintain SC and MCC assets functioning to ensure maximized availability.

Sea Commander is a non-major IT system that provides real-time tactical data processing and tracking, weapons integration and sensor interfaces aboard USCG’s National Security Cutters

(NSC). The MCC is a three-cabinet system installed on the NSC’s that intelligently routes, amplifies, and filters Radio Frequency (RF) transmit and receive signals between below-deck shipboard radios and topside antennas. Lockheed Martin is the sole designer, developer, and producer of the SC and MCC systems and is the only known source that possesses the totality of engineering and technical data required to procure, install, and provide training necessary to manage the SC and MCC systems effectively.
