About this opportunity

The Department of Health and Human Services, Centers for Disease Control and Prevention (CDC) Office of Acquisition Services has issued a Request for Information (RFI) for Pharmacy Benefits Management services for the World Trade Center (WTC) Health Program. The RFI seeks information on pricing mechanisms that can maintain competitive drug prices over a potential 10-year contract term, considering increasing regulatory pressures on Pharmacy Benefits Managers (PBMs). Additionally, the RFI requests details on technical and operational solutions to optimize pharmacy benefits management and member health outcomes for the WTC Health Program. The RFI is issued solely for information and planning purposes and is not a solicitation for proposals.

This RFI does not have a set-aside designation. The relevant NAICS code is likely 524210 (Insurance Agencies and Brokerages), and the PSC code would be R408 (Support - Professional: Insurance). The WTC Health Program is a limited benefit health plan that covers monitoring, screening, and treatment for specific health conditions related to 9/11 exposures, and it has unique formularies, prior authorization criteria, and coordination of benefits requirements that require extensive system customization. The Government has not provided any information on potential incumbent contractors or award values, but responses to the RFI are due by May 2, 2024 and will inform the Government's acquisition strategy for a future PBM contract.

This Request for Information (RFI) is issued solely for information and planning purposes and is not a solicitation for proposals, proposal abstracts, or quotations.
