About this opportunity

Pacific Northwest National Laboratory (PNNL), operating under the Department of Energy, is preparing to procure mid-energy electron beam (eBeam) systems for medical device sterilization applications, with an RFI due June 12, 2026 and clarifications posted May 27, 2026. No set-aside applies.

The system must be self-shielded and deployable at end-of-line (EOL) facilities with optional inline capability for terminal and adjunctive sterilization of medical products. Place of performance is not specified; the government will purchase initial unit(s) for integration by medical device manufacturers at their facilities.

PNNL seeks a 2 MeV accelerator (most-probable energy) with 2–10 kW beam power, 1-meter-wide scan horn, and ability to deliver 15 kGy minimum dose to low-to-medium density products (0.08–0.2 g/cm³) in primary packaging while operating 24/7 at full power. The system must achieve perimeter dose below 0.5 Sv/hour. Responses must address accelerator technology, uptime performance, shielding materials and approach, conveyor specifications for 45 cm × 45 cm × 5 cm product trays, controls and data-logging, Factory and Site Acceptance Test procedures, commissioning and dosimetry support, training, preventive maintenance and spare parts availability, field service response times, and rough order of magnitude pricing broken out by component, installation/commissioning, training, optional features, and annual service costs. Responses are limited to 25 pages (excluding datasheets and appendices) and must include a requirements compliance matrix. A questions deadline of May 18, 2026 and RFI response due date of June 1, 2026 were superseded; the current RFI response deadline is June 12, 2026. PNNL has issued clarifications addressing energy specifications, end-of-line versus inline deployment strategy, regulatory responsibilities, and system design coordination, with the RFP to detail cleanroom and GMP requirements and applicable ISO/ASTM standards including ISO 11137 and ISO/ASTM 52628/E268.

Notice text

  • The Pacific Northwest National Laboratory (PNNL) is seeking information from qualified suppliers regarding mid‑energy electron beam (eBeam) systems intended to support medical device sterilization applications.
  • The goal is to compile available technical approaches, configurations, safety/shielding concepts, footprint/integration constraints, validation-support capabilities, likely lead times, etc., to craft the appropriate RFP that will solicit proposals with final prices for a self‑shielded system deployable at end‑of‑line (EOL) with optional in‑line capability for terminal and adjunctive sterilization of medical products.
