About this opportunity

The Department of Education is conducting market research through a Request for Information (RFI) to identify potential meeting support services for the National Assessment Governing Board's quarterly meeting scheduled for March 2026 in Houston, Texas. This is strictly an information-gathering exercise and not a solicitation, with the agency seeking hotels or conference venues that can provide comprehensive meeting support including ADA-compliant facilities, proximity to airports and public transportation, meeting space capabilities, audio-visual support, and catering services. Key requirements include accommodating plenary sessions requiring 2,900-3,000 square feet of meeting space and breakout rooms of 690-750 square feet, along with business center access, Wi-Fi capabilities, and hybrid/virtual meeting support. Evaluation criteria focus on location accessibility, lodging amenities, meeting room specifications, technical support capabilities, and on-site coordination services. Responses to this RFI are due by October 22, 2025, and the agency emphasizes that respondents will not be compensated for their submissions and that not responding does not preclude future participation in any potential solicitation.

This opportunity is designated as a Total Small Business set-aside under NAICS code 721110 (Hotels except Casino Hotels and Motels) with a size standard of $40 million in annual receipts. No current contractors or incumbents are mentioned in the documentation, suggesting this may be a new requirement or the agency is seeking fresh market intelligence. While no specific budget range or award value is provided in the RFI, the agency indicates preference for vendors capable of meeting government per diem rates, which suggests cost considerations will be important in any future procurement. The meeting appears to be a standard quarterly event for the National Assessment Governing Board, which oversees the National Assessment of Educational Progress (NAEP), and respondents must provide detailed facility information including SAM UEI numbers, CAGE codes, and socio-economic status certifications. The timeline indicates the actual meeting would occur in March 2026, providing several months for the procurement process following this market research phase.

Background

The National Assessment Governing Board (hereafter Governing Board) is an independent, nonpartisan organization established by Congress to oversee the National Assessment of Educational Progress (NAEP)—widely known as the Nation’s Report Card. The Board sets policy for NAEP, including determining the subjects and content to be assessed, establishing achievement levels, and ensuring the integrity and independence of the assessment process. Its mission is to provide valid, reliable, and actionable data on student achievement to inform education policy and improve learning outcomes nationwide.

To fulfill its legislatively mandated responsibilities, the Governing Board convenes quarterly in March, May, August, and November. Each meeting spans two days, with Day One consisting of a plenary session and three committee meetings, and Day Two dedicated to a plenary session.  Additional information about the Board and its work is available at the links in this notice.
