About this opportunity
The Defense Logistics Agency (DLA) Strategic Materials Directorate has issued a Request for Information (RFI) for the potential acquisition of heavy rare earth oxides to be added to the National Defense Stockpile. The procurement targets four specific rare earth oxide materials: Dysprosium oxide, Gadolinium oxide, Samarium oxide, and Terbium oxide. The RFI requires vendors to provide comprehensive information across multiple categories including supply capabilities, material specifications, delivery logistics, storage conditions, and market insights for each oxide type. Potential delivery locations include DLA depots in Hammond, Indiana; Hawthorne, Nevada; and Scotia, New York. Vendor responses must be submitted via email to the designated contract specialist and contracting officer with "RFI - HREO" in the subject line, and all responses are due by September 9, 2025, before 5:00 PM EST, with a 20-page limit in Microsoft Word or PDF format.
This opportunity does not include any set-aside designations and no current incumbents or contractors are mentioned in the notice. While specific award values or budget ranges are not disclosed, the procurement involves substantial quantities of rare earth materials including approximately 30 metric tons of Dysprosium oxide, 900 metric tons of Gadolinium oxide, 3,500 metric tons of Samarium oxide, and 10 metric tons of Terbium oxide. The RFI emphasizes that responses are voluntary and for planning purposes only, with no costs reimbursed to vendors. The government intends to use the collected information to potentially develop an acquisition strategy for future solicitation activities. The opportunity falls under NAICS code 212290 for Other Metal Ore Mining, reflecting the specialized nature of rare earth element procurement.
