About this opportunity
The Department of the Air Force Pacific Air Forces is seeking a contractor to provide Grounds Maintenance and Snow/Ice Removal Services at Joint Base Elmendorf Richardson (JBER) in Alaska. This Request for Information (RFI) aims to gather industry feedback on draft solicitation documents, including contract instructions, evaluation factors, and performance requirements. The scope of services encompasses comprehensive grounds maintenance to promote healthy vegetation and professional appearance, as well as snow and ice removal for various base areas including sidewalks, steps, ramps, and work areas. The government will evaluate proposals using a Performance Price Tradeoff methodology, assessing four primary factors: Technical, Past Performance, Small Business Participation, and Price, with technical and past performance considerations being significantly more important than pricing. Interested parties are required to submit responses in PDF format by close of business on April 9, 2025, with the subject line specifically referencing the RFI for FY26 JBER Grounds Maintenance and Snow/Ice Removal Services.
The solicitation does not include a specific set-aside designation and covers services for the base period with potential for multiple contract awards. The contract will include multiple Contract Line Item Numbers (CLINs) covering grounds maintenance, snow and ice removal, and special maintenance projects, with service periods ranging from 6-8 months. The growing season is defined as April 15 through October 14, with snow removal services required during all snow events. Contractors will be responsible for providing all necessary personnel, equipment, tools, and supervision to complete the services, with performance evaluated through customer satisfaction, tenant feedback, and government surveillance. While specific award values are not detailed in the pre-solicitation notice, the comprehensive scope suggests a substantial contract opportunity within the Landscaping Services (NAICS 561730) category, targeting comprehensive maintenance of a major joint military base in Alaska.
