About this opportunity

Paragraph 1:

The Department of Transportation Immediate Office of the Secretary Transportation has issued a Request for Information (RFI) to determine the availability and capability of qualified sources to provide one (1) Ballast Regulator for the U.S. Army at Fort Drum, NY. The key requirements for the Ballast Regulator include a two-person operator's cab design, high-back air ride heated seats, 360-degree LED work lights, Tier 4 diesel engine, and various attachments such as a broom head, brush cutter head, and snow removal/blower head. Responses to the RFI are due by April 16, 2024, 2:30 PM Central Time and will be used to develop an approved source list, with the acquisition strategy yet to be determined.

Paragraph 2:

The procurement is not set aside for any specific business size or type. The relevant NAICS code is 336510 (Railroad Rolling Stock Manufacturing), and the potential award strategy may involve an unrestricted competition or a set-aside, depending on the responses received. There is no information provided about any incumbent contractors or potential award values, as this is a market research exercise to identify qualified sources for the Ballast Regulator requirement.

Notice text

This is a request for information/sources sought to determine what sources exist which are capable of satisfying the Government's requirements as described in the attached document.  This is NOT a solicitation for proposals, proposal abstracts, or quotations.  The purpose of this notice is to obtain information, for planning purposes, regarding (1) the availability and capability of qualified sources to provide one (1) Ballast Regulator as described; and (2) the size classification of the available and capable sources relative to the North American Industry Classification (NAICS) code 336510 for the proposed acquisition.

This notice does not solicit proposals. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this sources sought/market research. Respondents are solely responsible for all expenses associated with responding to this sources sought/market research. Responding to this sources sought/market research will neither increase nor decrease an information provider's likelihood of being awarded any contract in the future for the requisite equipment.

The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to the market survey. Responses should not only state a vendor is capable, but also include make, model, and associated specifications demonstrating the vendor’s equipment will meet the Government’s need.  The responses may be used to develop an approved source list for “brand name or equal” for this requirement.

Interested persons should provide the requested information to Melissa Reams via e-mail at melissa.reams@dot.gov, by April 16, 2024, 2:30 PM Central Time.
