About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research through this Request for Information (RFI) to identify potential sources capable of repairing the Advanced Display Core Processor (ADCP) and Digital Mapping System (DMS) components for F-15 aircraft. The ADCP processes target data and controls flight crew displays of aircraft sensory information and weapon capability, while the DMS—consisting of a Digital Mapping Processor, Mission Cartridge, and Theater Cartridge—processes map and theater data for mission support. Potential contractors must demonstrate possession of repair data, technical expertise, facility capabilities, and relevant repair experience to meet qualification requirements for these military-unique items that must conform to stringent Honeywell drawing specifications. The Government is evaluating responses based on a comprehensive Contractor Capability Survey that assesses general capabilities, repair experience, technical expertise, facility details, quality assurance certifications (ISO 9001, AS9100), configuration management practices, and commerciality information. The deadline for submitting RFI responses is March 26, 2026, with responses directed to Madison Norris and Joseph Jones at the specified Air Force contacts.
This procurement includes no set-aside designation and targets Honeywell International, Phoenix, Arizona (CAGE 07187), the current known source and incumbent provider of these repair services. The proposed contract strategy encompasses a five-year repair services agreement (base year plus four ordering periods) extending into fiscal year 2032, with projected repair quantities of 20 ADCP units, 60 Digital Mapping Processor units, 10 Mission Cartridge units, and 10 Theater Cartridge units to support quarterly field-level demand. The Government does not own or have access to repair data for these items, establishing an R3/R Repair Method Code classification that restricts repair sourcing to the original manufacturer due to the uneconomicality of acquiring data rights or reverse engineering the components. F-15 aircraft are expected to require support for these systems until approximately 2045, ensuring long-term sustainment requirements. Prospective contractors should note that participation in this market research does not guarantee participation in future solicitations or contract awards, and the Government will not reimburse expenses incurred during the RFI response process.

The DMP is responsible for processing map data and theatre data provided by the mission cartridge and theatre cartridge. The MC and TC are memory devices that host the data which is processed by the DMP. The Government did not provision for a competitive acquisition package including the full repair technical data or acquisition of any test equipment that would be required to perform organic repairs. The ADCP and DMS are military-unique items that must be manufactured to the Honeywell drawing specification, 2118952 Rev C (ADCP) and 8523307-901 (DMS). Both drawing specifications contain extremely stringent design requirements and must meet exact form, fit, function and interface requirements for effective F-15 mission accomplishment. Therefore, a commercial item will not satisfy the unique requirements of this acquisition.
