About this opportunity

Naval Air Systems Command (NAVAIR), on behalf of the Strike Weapons Program Office (PMX-201), is seeking industry capabilities to design, develop, test, and fabricate cost-effective rapid prototyping alternatives for the Silent Anvil Air-Launched Torpedo (SAA-LT) standoff delivery system, with responses due by October 2, 2026 at 5:00 PM ET. This is a Request for Information (RFI) for market research purposes only and does not constitute a solicitation, commitment, or obligation to award a contract. The government may use information received to inform a potential prototype project under Other Transaction Authority (OTA) pursuant to 10 U.S.C. 4022 through the Naval Air Systems Consortium (NASC); respondents will not be compensated for response preparation, and failure to submit does not prevent future participation in the Silent Anvil program.

SAA-LT is a next-generation anti-submarine warfare standoff delivery system designed for manned and unmanned aircraft platforms. Respondents may address two parallel design options: Design Option 1, a complete integrated end-to-end solution from aircraft separation to underwater target engagement, or Design Option 2, an unpropelled glide wing kit configured to carry government-furnished equipment. Technical requirements mandate a 250-pound class munition with maximum weight of 268 pounds, length of 70 inches, and diameter of 7.5 inches; compatibility with BRU-61/A bomb racks and Universal Armament Interface (UAI) standards; subsonic release capability at Mach 0.25–0.85 from altitudes of 10–60 thousand feet; modular payload architecture with open systems approach; and networked capability with tactical command and control systems.

Prototyping objectives require demonstrating end-to-end prototype capability within 18 months of award and rapidly assembling approximately 180 prototype all-up-rounds within three years following successful demonstration. Capability Statements are limited to 10 pages for a single design option or 15 pages if addressing both options, and must address corporate capability and experience, technical approach with Technology Readiness Level assessments, schedule and manufacturing scalability to 60 all-up-rounds annually, rough order of magnitude cost estimates for proof-of-concept and per-unit production, and technical and programmatic risks with mitigation strategies. Responses must be unclassified and submitted via email; the government anticipates conducting one-on-one sessions at the SECRET level with interested vendors post-submission. Respondents must provide CAGE Code, Unique Entity Identifier, security clearance level, and evidence of SECRET-level security capability. An Industry Day was conducted on September 17, 2026 in Lexington Park, Maryland.

The Naval Air Systems Command (NAVAIR), on behalf of Strike Weapons Program Office (PMX-201), is seeking to determine industry’s capabilities to design, develop, test, and fabricate cost-effective, rapid prototyping alternatives for the of the Silent Anvil Air-Launched Torpedo (SAA-LT).

SAA-LT is a next-generation Anti-Submarine Warfare (ASW) standoff delivery system being developed by the U.S. Navy to address emerging threats in undersea warfare. It is designed to expand the range of manned and unmanned aircraft platforms capable of executing ASW missions. SAA-LT will be captive-carried and released from both internal and external aircraft weapons stations utilizing standard Department of War (DOW) carriage systems. SAA-LT will operate as a precise and highly maneuverable glide weapon, transitioning quietly to  target areas to engage enemy submarines from distance.

Prototyping Objectives & Timeline

  • Demonstration: Demonstrate an end-to-end prototype capability of the SAA-LT system within eighteen (18) months of agreement award
  • Fabrication: Rapidly assemble and deliver approximately one hundred eighty (180) prototype all-up-rounds (AURs) within the three (3) years following the successful end—to-end demonstration.

Acquisition Pathways

The Navy is exploring two parallel design options and invites industry partners to respond to Option 1, Option 2, or both:

  • Design Option 1 (End-to-End Solution): A complete, integrated SAA-LT solution from aircraft separation to the underwater target.
  • Design Option 2 (Wing Kit Standoff Design): An unpropelled glide wing kit configured to carry a Government Furnished Equipment (GFE) / Government Furnished Information (GFI) effector (torpedo) to the target area.

The Government is considering utilizing the Naval Air Systems Consortium (NASC) to potentially award one or more OTAs pursuant to 10 U.S.C. 4022 “Authority of the Department of Defense to carry out certain prototype projects”. Note: If an interested person is a foreign concern or if a U.S. interested person has a team member or partner who is a foreign entity, adherence to all International Traffic and Arms Regulations (ITAR) is required.
