About this opportunity
The United States Air Force E-7A Program Office (AFLCMC/WIW) has issued a Request for Information (RFI) seeking qualified companies to conduct a comprehensive Product Support Business Case Analysis (BCA) for the E-7A aircraft fleet. The E-7A aircraft will replace portions of the E-3 Sentry AWACS fleet and provide airborne early warning, surveillance, and battle management capabilities. Interested companies must demonstrate corporate experience with DoD Product Support BCAs for major weapon systems, with at least two specific examples from the past five years, and preferably possess CAGE codes and experience with large airframes or C4ISR systems. The analysis must evaluate three product support alternatives: all-organic Government-performed maintenance, hybrid contractor support with a single prime contractor, and a public-private partnership model utilizing contractor support with government facilities and approximately 50 percent government manpower. Capability statements are limited to 15 pages and must address technical approach, analytical methodologies, key personnel qualifications, rough order of magnitude cost estimates, completion timelines, and required government-furnished information. Responses are due by May 11, 2026, at 5:00 PM EST and must be submitted via email to richard.axtell.2@us.af.mil and gregory.mackessy.1@us.af.mil with the specified subject line.
This RFI is issued for information and planning purposes only and does not constitute a commitment to contract, issue a future RFP, or provide cost reimbursement for response preparation. No set-aside designations apply to this opportunity. The BCA must accommodate fleet sizes ranging from two to twenty-six aircraft and include detailed Life-Cycle Cost estimates, qualitative and quantitative benefit analyses against Key Performance Parameters such as Materiel Availability, and comprehensive risk and sensitivity analyses developed in accordance with the DoD Product Support BCA Guidebook and applicable Air Force instructions. No specific award value or budget range is disclosed in this RFI. The applicable NAICS codes are 541611 (Administrative Management and General Management Consulting Services) and 541330 (Engineering Services), and all submissions become Government property upon receipt. Interested parties should note that not responding to this RFI does not preclude participation in any future RFP, if issued.
