RFI Summary: Product Support Business Case Analysis for USAF E-7A Aircraft

This is a Request for Information (RFI) issued by the Department of the Air Force's E-7A System Program Office seeking capabilities statements from interested companies to perform a comprehensive Product Support Business Case Analysis (BCA) for the E-7A aircraft fleet. The RFI was posted on 10 March 2026 with responses due by 11 May 2026 at 5:00 PM EST. The E-7A aircraft will replace portions of the E-3 Sentry AWACS fleet and provide airborne early warning, surveillance, and battle management capabilities. Applicable NAICS codes are 541611 (Administrative Management and General Management Consulting Services) and 541330 (Engineering Services). This RFI does not constitute a commitment to contract, does not commit the Government to issue a future RFP, and the Government will not reimburse any costs incurred in responding.

The requested BCA must analyze three product support alternatives for fleet sizes ranging from two to twenty-six aircraft: Alternative 1 (all-organic Government maintenance and support), Alternative 2 (hybrid field-level with contractor depot logistics support), and Alternative 3 (public-private partnership with phased transition to organic). Each alternative requires detailed Life-Cycle Cost estimates, qualitative and quantitative benefit analysis against Key Performance Parameters such as Materiel Availability, and comprehensive risk and sensitivity analyses, developed in accordance with DoD Product Support BCA Guidebook and DoDI 5000.91. Capability statements must not exceed 15 pages and address corporate experience with DoD Product Support BCAs (minimum two examples from the past five years), proposed technical methodology, personnel qualifications, Rough Order of Magnitude cost estimates, completion timelines, and identification of required government-furnished information. Submissions must be sent via email in Microsoft Word or Adobe PDF format to richard.axtell.2@us.af.mil and gregory.mackessy.1@us.af.mil with subject line "Response to RFI-E7A-BCA-2026 - [Company Name]."

REQUEST FOR INFORMATION

Product Support Business Case Analysis (BCA) for USAF E-7A Aircraft

10 March 2026

1.0 Description

1.1 The United States Air Force E-7A Program Office (AFLCMC/WIW), is seeking information from interested companies with the ability to perform a comprehensive Product Support Business Case Analysis (BCA) for the E-7A aircraft fleet.

• Notice Type: Request for Information (RFI)

• Reference Number: RFI-E7A-BCA-2026

• Posting Date: 10 March 2026

• Response Due Date: 11 May 2026, 5:00 PM (EST)

• Agency: Department of the Air Force (DAF)

• Office: E-7A System Program Office (SPO)

• NAICS Codes:

541611 - Administrative Management and General Management Consulting Services

541330 - Engineering Services

1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

2.0 Background

The Department of the Air Force is acquiring the E-7A aircraft to replace a portion of the E-3 Sentry Airborne Warning and Control System (AWACS) fleet. The E-7A will provide critical airborne early warning, surveillance, and battle management capabilities. To ensure optimal fleet readiness and long-term affordability, the E-3/E-7A SPO is seeking to identify sources capable of performing a comprehensive Product Support Business Case Analysis (BCA).

The objective of this BCA is to identify the most effective and efficient product support strategy for the E-7A fleet throughout its planned life cycle. The PS-BCA will need to accommodate a fleet size of at least two but possibly up to twenty-six aircraft. The analysis will inform the Air Force’s decision-making process for structuring the E-7A’s sustainment enterprise.

3.0 Scope of the Business Case Analysis (BCA)

The Government is seeking a comprehensive BCA that analyzes the costs, benefits, and risks of different product support strategies for the E-7A aircraft. The analysis must address sustainment at both the field level (organizational and intermediate maintenance) and depot level.

The BCA must, at a minimum, analyze the following three product support alternatives:

Alternative Field-Level Sustainment

Depot-Level Maintenance

Description

Alternative 1 Organic Organic All maintenance, supply, and support functions performed by Government personnel and facilities.

Alternative 2 Hybrid Contractor A single prime contractor is responsible for supporting Active-Duty technicians with all aspects of field and the single prime contractor is responsible for all aspects of depot sustainment (i.e., Contractor Logistics Support - CLS).

Alternative 3 Hybrid-to-Organic Hybrid-to-Organic Public-Private Partnership. A single prime contractor is responsible for supporting Active-Duty technicians with all aspects of field and the single prime contractor is responsible for all aspects of depot sustainment utilizing only government buildings and government employees (i.e. providing ~50% of manpower, ~75% of tools and test equipment, supply and logistics support). Additionally, recommend timeline for support to be phased out and transitioned to alternative 1 full-organic.

The final BCA report shall be developed in accordance with the latest version of the DoD Product Support BCA Guidebook and DoDI 5000.91, Product Support Management for the Adaptive Acquisition Framework, DAFI63-101/20-101 - Integrated Life Cycle Management.

Additionally, information and/or recommendations that utilize government equipment must comply with DAFMAN 23-119 - Government Furnished Property guidance.

The analysis for each alternative must include a detailed Life-Cycle Cost (LCC) estimate, a qualitative and quantitative benefit analysis against Key Performance Parameters (KPPs) like Materiel Availability, and a thorough risk and sensitivity analysis.

4.0 Requested Information

4.1 Interested parties are requested to submit a capabilities statement that addresses the following areas. Please limit your response to no more than 15 pages.

4.1.1 Corporate Experience:

• Describe your company's experience in conducting Product Support BCAs for major DoD weapon systems, particularly for large airframes or complex Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems. Please provide at least two specific examples from the past five years.

• Detail your experience with analyzing and modeling different sustainment strategies, including organic, CLS, and hybrid/PBL constructs.

4.1.2 Technical Approach & Capabilities:
