About this opportunity
The Air Force Sustainment Center is conducting market research through a Request for Information (RFI) to identify potential repair sources for C-5 AFCS Integrated Panel and CNP Integrated Panel components, with responses due by June 17, 2026. Ducommun Labarge Technologies currently performs these repairs under contract FA8538-22-D-0004 and is identified as the original manufacturer and known sole source; the Government does not own technical data rights and considers reverse engineering or data acquisition uneconomical.
The AFCS Integrated Panel (NSN 5998-01-599-8134UC, PN 4V91084-101A) and CNP Integrated Panel (NSN 5998-01-599-9341UC, PN 4V91083-101A) are depot-level test and repair items with RMC/RMSC code R3/R. Components must meet form, fit, function, and interface requirements per Technical Orders 5A13-5-29-3 and 5A13-5-30-3. Services include obsolete parts resolution, engineering investigation of Deficiency Reports, and Material Improvement Projects. Failure to repair these components grounds C-5 aircraft; sustainment extends to 2050. Contractors must furnish all materials, support equipment, tools, and test equipment, with responsibility for equipment maintenance and calibration. Replacement materials or parts must equal or exceed original quality. No samples are available for evaluation. Responses should document facility capabilities, repair experience, configuration management, obsolescence resolution, inventory management, cybersecurity measures, continuity of operations plans, and current monthly capacity. Both large and small businesses, including joint ventures and teaming arrangements, are encouraged to participate. Participation in this market research does not ensure participation in future solicitations or contract awards, and the Government will not reimburse expenses.
