About this file
This is a Request for Information (RFI) for market research regarding depot-level test and repair services for C-5 aircraft components.
The Government seeks to identify potential contractors capable of repairing the C-5 AFCS Integrated Panel (NSN 5998-01-599-8134UC, PN 4V91084-101A) and CNP Integrated Panel (NSN 5998-01-599-9341UC, PN 4V91083-101A). The AFCS Panel provides controls and indicators for automatic flight control and features complete redundancy through dual General Purpose Panel Interface stack assemblies, dual power input buses, and dual lighting buses. Failure to repair these components will ground C-5 aircraft, with a sustainment lifecycle extending to 2050. Services must include obsolete parts resolution, engineering investigation of Deficiency Reports, and Material Improvement Projects (MIPs). The components must meet form, fit, function, and interface requirements per Technical Orders 5A13-5-29-3 and 5A13-5-30-3. Ducommun Labarge Technologies currently performs repairs under contract FA8538-22-D-0004 and is identified as the original manufacturer and known sole source. The Government does not own technical data rights and has determined reverse engineering or data acquisition to be uneconomical.
Contractors must furnish all materials, support equipment, tools, test equipment, and services, including equipment maintenance and calibration. Replacement materials or parts must equal or exceed original quality. Responses must be submitted in writing by 17 June 2026 to Erika Bell (erika.bell.2@us.af.mil) and Madison Norris (Madison.Norris@us.af.mil). The RFI applies FAR 52.215-3, clarifying that responses will be treated as information only and will not constitute formal proposals or basis for contract award. Both large and small businesses, including joint ventures and teaming arrangements, are encouraged to participate. The Contractor Capability Survey requires documentation of facility capabilities, repair experience, configuration management processes, obsolescence resolution, inventory management, cybersecurity measures, continuity of operations plans, and current monthly capacity. Small business set-asides should be identified where applicable.

REQUIREMENTS DESCRIPTION
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to provide depot-level test and repair of the C-5 AFCS Integrated Panel and CNP Integrated Panel. The National Stock Numbers (NSN) and Part Numbers (PN) are as follows:
Item NSN PN
AFCS INTEGRATED PANEL 5998-01-599-
8134UC 4V91084-101A
CNP INTEGRATED PANEL 5998-01-599-
9341UC 4V91083-101A
The AFCS Panel provides the controls and indicators for automatic flight control of the aircraft.
Complete redundancy is provided through the use of two General Purpose Panel Interface (GPPI) stack assemblies, two independent power input buses, and two independent edge lighting and annunciator lighting buses. The redundant channels share a single set of controls on the integrated AFCS panel. Failure to repair and produce serviceable assets will cause grounding of C-5 aircraft. The current sustainment life cycle for these items is 2050.
The service shall include providing obsolete parts resolution along with the necessary engineering to investigate Deficiency Reports and Material Improvement Projects (MIPs).
The AFCS Integrated Panel and CNP Integrated Panel must meet form, fit, function, and interface requirements as referenced in per T.O. 5A13-5-29-3 and 5A13-5-30-3. However, the Government does not own the data or the rights to the data needed to compete the repair of this part. It has been determined to be uneconomical to reverse engineer the data, qualify a new source, or buy the data and/or data rights.
