About this opportunity

U.S. Immigration and Customs Enforcement (ICE) is preparing to procure Enforcement and Removal Operations (ERO) Adaptive and Operational Maintenance Support, with responses to this Request for Information due August 31, 2026. This RFI is market research only and does not commit the Government to issue a subsequent solicitation; ICE will not reimburse response costs. The RFI will inform acquisition strategy decisions including contract vehicle selection, set-aside determination, and refinement of the attached Draft Performance Work Statement.

The procurement consolidates two predecessor task orders (Harmonia Holdings Group, LLC and KCI-Acuity, LLC) into a single integrated contract. Scope encompasses application portfolio support (booking, case management, logistics and bonds, and interfaces), operations and maintenance, DevSecOps, data lake operations, reporting and analytics, security, suitability, and staffing. The operating environment includes AWS GovCloud, Databricks, Qlik Sense, Palantir Foundry, Java/J2EE, microservices, containers, Oracle, ServiceNow, JIRA, and GitHub Enterprise.

Performance requirements include Tier 2/3 support with 24x7 critical-production coverage for mission systems and 7:00 AM–7:00 PM Eastern Time coverage for data lake and reporting operations; production-error threshold of 0.9%; long-running-transaction limit of 3%; on-time deployment of 90%; system availability of 99.5% for data reporting systems; and capacity to support approximately 100 ad hoc query requests monthly. The draft PWS recommends one 12-month base period with four 12-month option periods, with transition-in during the base period and full performance on day one.

Key personnel required include a Program Manager, Deputy Program Manager/Operations Manager, Lead Enterprise Architect, Security Engineer, Privacy Lead, Quality Assurance Lead, and Data/Analytics Technical Lead, all subject to Government approval for substitution. The contractor must maintain 100% staffing for Firm-Fixed Price requirements, with potential 10% monthly rate withholding if staffing falls below 100% for more than 30 calendar days.

Update #2 · Latest ·

This is a Request for Information (RFI) for U.S. Department of Homeland Security (DHS) U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) Adaptive and Operational Maintenance Support.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a solicitation announcement. This RFI is solely for market research and planning and information purposes and is not to be construed as a commitment by the Government to issue a subsequent solicitation (Broad Agency Announcement, Request for Proposal, etc.). This RFI does not commit the Government to contract for any supply or service. ICE is not seeking proposals at this time. Responders are advised that the U.S. Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense.

The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned.

Respondents are responsible for adequately marking proprietary information in their response. All information received in response to this RFI that is marked “Proprietary” will be handled accordingly.

RFI Purpose: This RFI/Sources Sought is seeking information to aid in refining the acquisition strategy, determining if a set aside will be used, contract vehicle selection, and seeking comments and information on the attached Draft Performance Work Statement (PWS).  Responses to this RFI may be used to identify potential contract vehicles (such as DHS Strategic Sourcing Vehicles, General Services Administration (GSA) contracts, etc.) and determine if this requirement should be set-aside for specific small business classifications. Therefore, while not responding to this RFI does not directly preclude a contractor from participating in a future solicitation, not responding could impact procurement decision that affect a contractor's ability to participate in a future solicitation as a prime contractor.

Please note, the Draft PWS is a work in progress. The Government intends to utilize this RFI to refine its requirements.
