About this opportunity

The U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) division issued this Request for Information (RFI) to solicit industry expertise on initial support equipment and spare parts recommendations for a C-130J aircraft. This is a market research initiative designed to gather detailed information from potential suppliers and manufacturers regarding sparing strategies, support equipment lists, and initial provisioning recommendations for a single C-130 surveillance aircraft. Respondents are expected to provide comprehensive data including part nomenclature, part numbers, manufacturer cage codes, recommended quantities, unit costs, and pricing methodologies to support CBP's procurement planning. The government will evaluate submissions based on the quality and completeness of industry recommendations, the respondent's experience with similar aircraft platforms, and the feasibility of proposed delivery timelines and cost estimates. Critical deadlines include January 30, 2026, at 3:00 PM EST for submission of questions to the government, and February 16, 2026, at 3:00 PM EST for submission of RFI responses to Michael.A.Hall@cbp.dhs.gov.

This RFI carries no set-aside designation and involves no incumbent contractor identification or incumbent contract information. The government has not disclosed a specific budget range or award value, as this is purely a market research exercise with no guarantee of future solicitation or compensation to respondents. The expected delivery of the C-130J aircraft is anticipated in Fiscal Year 2029, providing industry partners with approximately three years to prepare for potential follow-on procurement activities. The procurement applies to NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC code 1680 (Miscellaneous Aircraft Accessories and Components), indicating that suppliers in the aircraft parts and auxiliary equipment sector should consider responding. This RFI represents CBP's initial step toward establishing the logistics and supply chain infrastructure necessary to support the sustained operations of a new C-130 platform within its air and marine operations capabilities.
