About this file

This is a Request for Information (RFI) issued by U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) seeking industry input on initial support equipment and spare parts for a C-130J aircraft. The RFI aims to gather recommendations for sparing and support equipment lists, with a focus on developing an initial provisioning list for a C-130 surveillance aircraft expected to be delivered in FY 2029. CBP is specifically requesting detailed information including proposed support equipment, spare parts recommendations, experience with similar aircraft, delivery timelines, and cost estimates.

Key response details include a question deadline of January 30, 2026, at 3:00 PM EST, and a response submission deadline of February 16, 2026, at 3:00 PM EST. Responses should be emailed to Michael.A.Hall@cbp.dhs.gov and include specifics such as part nomenclature, part numbers, manufacturer cage codes, recommended quantities, unit costs, and pricing methodology. The RFI emphasizes that this is a market research exercise only, with no guarantee of future solicitation, and respondents will not be compensated for their submissions.

EXTENDED BORDER AND FOREIGN OPERATIONS SURVEILLANCE INITIAL SPARING

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is an RFI released pursuant to FAR 15.201(e). This RFI is issued solely for information, planning purposes and market research; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Area Announcement (BAA). This RFI does not commit the Government to contract for any supply or service. CBP is not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP or BAA. If a solicitation is released, it will be via the SAM.gov website (www.sam.gov). The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned.

1.0 INTRODUCTION

U.S. Customs and Border Protection (CBP), Air and Marine Operations' (AMO) mission is to serve and protect the American people. This mission is critically supported by AMO's advanced aeronautical and maritime capabilities, which are essential for achieving the strategic goals of the Department of Homeland Security (DHS) and CBP. AMO's Vision and Strategy 2030 guides its efforts, ensuring alignment with DHS and CBP strategic directives and fostering collaboration with other DHS components and stakeholders.

In pursuit of these strategic objectives, CBP AMO conducts vital national security missions, including interdiction, investigation, contingency operations, and various national taskings. A cornerstone of these efforts is the Extended Border Foreign Operations Surveillance (EBFOS) program. This program leverages a diverse fleet of aircraft, including the C-130, along with vessels, sensors, and advanced systems, to conduct foreign operations. The C-130 aircraft, specifically, plays a crucial role in promoting cooperation and compliance with international laws, executing maritime and air search patrols, facilitating aircraft and marine vessel pursuit, and gathering critical intelligence.

AMO enhances its operational capabilities by integrating a vast network of sensors, sensor-equipped aircraft like the C-130, and vessels. Real-time, actionable information is disseminated through an onboard mission management system (MMS) for sensor control, display, and coordination with the Air and Marine Operations Center.

A key goal of AMO's Vision and Strategy 2030 is to increase the effectiveness of operations, with primary objectives including enhancing surveillance and interdiction capabilities, particularly in extended border and foreign operational environments, through advanced platforms such as the C-130 aircraft.

2.0 ---REQUEST

AMO is conducting market research for initial support equipment and spare parts recommendation for support of one aircraft. CBP has obligated funding to procure one C-130J via a US Air Force contract. The expected delivery date of the first aircraft is FY 2029. AMO is seeking information on industry recommended sparing and support equipment lists for C-130 aircraft as well as utilizing industry expertise to identify and quantify the necessary spare parts for the initial deployment and sustained operation of C-130 surveillance aircraft.

3.0 AIRCRAFT AND MISSION DESCRIPTIONS

The Extended Border Foreign Operations Surveillance (EBFOS) program is a mix platform set of aircraft to conduct foreign operations missions to promote cooperation and compliance with international laws, conduct maritime and air search patrols, conduct aircraft and marine vessel pursuit, and intelligence gathering.
