About this opportunity
The Department of Homeland Security Customs and Border Protection is conducting a Request for Information on artificial intelligence and machine learning models for image adjudication in Non-Intrusive Inspection systems, with responses due by May 30, 2026. This RFI is for market research only and does not commit CBP to issue a solicitation or award a contract.
CBP seeks modular algorithmic components—not proprietary platforms—capable of analyzing large-scale X-ray imagery from privately owned vehicles and cargo vehicles at ports of entry across all CBP ports, processing approximately 50,000 vehicle scans per day. Required capabilities include anomaly detection, manifest or commodity verification, conveyance modification detection, and contraband identification (narcotics, weapons, currency, organic powders). Solutions must support World Customs Organization Unified File Format (UFF2 and UFF3) standards, handle incomplete or inconsistent metadata, and operate in CBP's multi-cloud architecture using an internally developed execution environment.
CBP emphasizes that AI/ML functions as a supporting tool to reduce examination processing times and increase scanning throughput while human operators remain the primary asset. Real-time performance is defined as inference execution in less than five seconds. Deployment will begin with shadow-mode evaluation using real NII data across all integrated CBP sites, followed by single-location testing before large-scale rollout. No incumbent contractor exists. CBP is considering single integrator, hybrid, and multiple parallel algorithm contract approaches pending assessment of current AI capabilities; no specific procurement timeline, contract vehicle, or mechanism has been determined.
Responses are limited to 15 pages (excluding title page, table of contents, company information, and references) in Microsoft Word or PDF format. Questions must be submitted by May 15, 2026. Contact Aga Frys (Contracting Officer) or Max Hempe (Contracting Specialist) at aga.frys@cbp.dhs.gov or max.hempe@cbp.dhs.gov.
