About this opportunity

Oak Ridge National Laboratory (ORNL), operated by UT-Battelle, LLC under the Department of Energy, is issuing a Request for Information (RFI) seeking vendor input on the removal, packaging, and disposal of the High Flux Isotope Reactor (HFIR) pressure vessel scheduled for replacement in the late 2030s (2038-2040). The primary services sought include characterization of the reactor pressure vessel source term, physical vessel removal and transportation, radioactive and mixed waste disposal planning and execution, and cleanup and restoration of reactor and facility areas. Key qualifications include a minimum of 10 years of experience in nuclear and radioactive material disposal, existing or planned ASME NQA-1 certification, and US business preference. Respondents must submit a letter of interest (maximum 20 pages) by April 16, 2026, at 5 p.m. EDT, addressing their relevant experience, detailed technical solutions regarding waste characterization and vessel segmentation, and rough order of magnitude pricing. ORNL may issue one or more Request for Quotes (RFQs) within 3-5 years based on RFI responses to award engineering studies for comprehensive technical and financial evaluation.

This opportunity uses no set-aside designations and involves no current incumbent contractors. The RFI contains significant project scope details, including reactor pool dimensions (18-ft diameter, 36-ft deep), vessel composition (carbon steel with stainless steel cladding), and site-specific operational parameters such as a 50-ton primary crane hook with elevation restrictions. The majority of waste will be classified as Class A, with small portions around beamline nozzles classified as Class B. No specific budget or award value is provided in the RFI; however, respondents must provide rough order of magnitude budgetary pricing with non-recurring engineering costs as part of their response. The timeline spans approximately 12-14 years from the RFI issuance to vessel replacement, with site visits available after RFI submission but not prior due to schedule constraints.
