About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking market research for the remanufacture of a B-1 Electro Mechanical Actuator (NSN: 1680-01-289-2958, P/N: Y56A) after receiving no proposals in a previous solicitation. The Request for Information (RFI) aims to understand industry barriers to participation and gather insights into why contractors did not submit proposals for the original solicitation. The government is targeting businesses in NAICS category 336413 and seeking comprehensive information about potential challenges in remanufacturing the actuator. Responses are due by March 17, 2025, at 1500 CST, and should be submitted directly to Matthew Tonay, the Contracting Officer, via email. The RFI specifically seeks detailed feedback on solicitation terms, parts or material availability, and potential competitive considerations that might impact future proposal submissions.
The original solicitation (FA811825R0027) was a 100% small business set-aside for Women-Owned Small Business (WOSB) with a size standard of 1,250 employees. The contract contemplates a 3-year basic period with a potential 2-year option, targeting the remanufacture of 36 actuators during the basic period (12 per year) and an additional 24 actuators during the option period. The contract will be firm-fixed-price, with deliveries of one unit every 30 days and a 360-calendar-day delivery requirement for the basic period. Contractors would be required to submit a Source Approval Request (SAR) package and maintain a current NIST SP 800-171 DoD Assessment. The government's original evaluation approach planned to use price as the sole factor, with award going to the lowest-priced, technically acceptable offeror for this critical B-1B aircraft component.
Notice text
The Government did not receive a proposal from solicitation FA811825R0027 (attached for reference along with SOW) that was for the Remanufacture of B-1 Electro Mechanical Actuator, NSN: 1680-01-289-2958. Therefore, the Government is conducting market research to understand industry’s decision to not consider proposing and subsequently perform on this effort.
Your response to the RFI is appreciated to assist the Government with procuring the remanufacture of this part.
