About this opportunity
The U.S. Embassy Freetown, under the Department of State, is issuing a Request for Information (RFI) to gather market research on health insurance services available in Sierra Leone. The RFI seeks to understand local service provider capabilities and industry best practices for procuring comprehensive health insurance coverage for embassy employees and designated staff categories. Key requirements include coverage for hospitalization, emergency services, ambulance transport, outpatient services, obstetrics, pediatrics, prescription drugs, preventive care, hearing aids, optical care, dental care, reproductive health, mental health services, and HIV/AIDS treatment. The government will evaluate vendors based on technical capabilities, network adequacy, claims processing efficiency, competitive pricing, and experience with expatriate or corporate clients. Responses must be submitted via email to Contractfreetown@state.gov by January 9, 2026, at 10:00 am local time in Microsoft Word format and not exceeding 10 pages.
No set-aside designations apply to this RFI, and no incumbent contractors are identified. The annual maximum reimbursement is set at 135,000 Sierra Leone Leones (SLE) per covered individual. This RFI is explicitly stated not to be a solicitation for contract and does not obligate the government to any eventual procurement action. The RFI serves purely as a market research tool to inform potential future procurement decisions by the U.S. Embassy. The classified service falls under NAICS 524114 (Direct Health and Medical Insurance Carriers) and PSC Q201 (Medical-Managed Healthcare).
