About this opportunity
The Department of Justice Bureau of Prisons is seeking a Residential Reentry Center (RRC) services provider for a facility located within Portland, Oregon's city limits. The upcoming solicitation will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with tiered pricing for managing residential reentry and home confinement services for male and female offenders. Key contract requirements include providing 90 in-house RRC beds and capacity for 35 home confinement placements within a 200-mile radius of the facility. The government is specifically requesting information from potential service providers about their capability to meet these requirements, including considerations such as local ordinances, zoning restrictions, transportation availability, and potential community concerns. Interested vendors must submit their questions by December 10, 2024, with final RFI responses due by 2:00 p.m. EDT on December 26, 2024, directly to Contracting Officer Victor Crump.
The contract opportunity does not have a specific small business set-aside designation and will be open to qualified providers in the Other Residential Care Facilities sector. While no incumbent contractor is mentioned, the contract will require comprehensive services including resident management, drug testing, employment assistance, and adherence to strict operational standards outlined in the Statement of Work. The facility must meet detailed requirements such as maintaining 24/7 staffing, providing computer access for residents, offering reentry programs, and complying with safety and sexual abuse prevention regulations. The contract is anticipated to have a guaranteed minimum number of placements with an estimated maximum capacity of 125 total residents across in-house and home confinement programs. Providers must demonstrate the ability to work with diverse populations, including the capability to house sex offenders, and maintain facilities that meet specific square footage, transportation, and technological infrastructure requirements.
