About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is seeking information on Commercial-Off-the-Shelf (COTS) Digital Adoption Platform (DAP) solutions to replace the Oracle User Productivity Kit (UPK), which serves as the training and performance support tool for the mission-critical Defense Enterprise Accounting and Management System (DEAMS). This is a Request for Information (RFI) issued on February 26, 2026, intended for market research purposes only and does not constitute a commitment to procure or award a contract. Key requirements include content authoring and development capabilities with no-code creation and UPK migration support; agile content lifecycle management with DevSecOps integration and version control; in-application content delivery with AI-powered assistance; FedRAMP authorization (Moderate or High preferred); Oracle EBS integration; and comprehensive security compliance including CMMC certification, Section 508 accessibility, SSSDLC adherence per NIST SP 800-218, and supply chain risk management per Section 889 of the National Defense Authorization Act. Respondents must provide company information, a solution overview, security and SCRM practices, past performance on similar implementations supporting 10,000+ users, and rough order of magnitude pricing. The response deadline has been extended to April 6, 2026 at 5:00 PM EST, and responses must not exceed 20 pages in PDF format submitted to Captain Robert H. Bennett or First Lieutenant Christopher A. Chavez.

This procurement carries no set-aside designation and is not replacing any known incumbent contractor as this is preliminary market research. The RFI targets a user base of over 26,000 Air Force personnel across 170+ installations, indicating significant scale and operational impact of any resulting solution. While specific award values or budget ranges are not disclosed in this pre-solicitation notice, respondents must provide rough order of magnitude pricing with itemized cost breakdowns for initial acquisition, ongoing operations, indirect costs, and long-term retirement expenses for a 26,000+ user environment. The primary NAICS code is 513210 (Software Publishers), with secondary classifications of 611420 (Computer Training) or 541519 (Other Computer Related Services) applicable depending on the solution's service components. The procurement falls under PSC 7A21 (IT and Telecom - Business Application Software), reflecting the COTS software licensing nature of the anticipated acquisition.

Update #2 · Latest ·

This sources sought is to get a Request for Information (RFI) on potential solutions for replacements for the Oracle User Productivity Kit (UPK) tool as the current training and performance support tool for the mission-critical Defense Enterprise Accounting and Management System (DEAMS). Given that UPK is nearing end-of-life, the program faces an operational risk to the proficiency of its 26,000+ users across the Air Force. The objective is to conduct a market analysis and procure a modern Commercial-Off-the-Shelf (COTS) Digital Adoption Platform (DAP) that provides continuous, in-application training and contextual support directly within the user's workflow.

This is not a Solicitation, Request for Proposal (RFP), or Request for Quotation (RFQ). The Government is not obligated to award a contract or otherwise pay for the information provided in response to this RFI. Any information submitted by respondents is voluntary.

Please see the attachment "Request for Information" for further details and instructions.

Amendment 01 - Extend RFI date to 6 April 2026 at 5 PM EST.
