About this opportunity
Space Systems Command intends to conduct a Request for Information on the feasibility of executing a no-cost prototype Other Transaction Agreement under 10 U.S.C. 4022, with white-paper responses due by 12:00 PM MDT on September 11, 2026. No set-aside applies. The Government is evaluating the design, engineering, evaluation, and validation of a secure, multi-node, multi-vendor continuous software development and delivery architecture that connects commercially owned and operated secure facility nodes directly to secure Government cloud environments to enable scalable, secure DevSecOps pipelines.
The RFI is being conducted in two phases: this public Phase 1 focuses on identifying baseline commercial software capabilities and business case feasibility; Phase 2 will provide specific technical integration requirements and target enclaves to qualified vendors under a Non-Disclosure Agreement. Respondents must demonstrate technical capability to engineer secure CI/CD software delivery pipeline nodes, experience with high-security Government cloud environments, business case viability of the no-cost model, consortium fee structure feasibility, and risk identification. Upon successful completion of pipeline prototype nodes, participants may be eligible for sole-source follow-on production contracts under 10 U.S.C. 4022(f).
The Government will provide in-kind contributions consisting of DD254 sponsorship, technical oversight, and access to secure software enclaves; participating vendors must provide 100 percent cost-share through private capital. All participating vendors must be entirely U.S.-owned and operated with U.S. citizen personnel eligible for required security clearances. The prototype will utilize a multi-vendor consortium framework with a Consortium Manager handling administrative onboarding and sub-agreements; the Government retains veto authority over all consortium members. Applicable NAICS codes are 541715 (primary), 541512, 541511, and 541519. White papers must not exceed five pages in Microsoft Word format. Questions are due by 12:00 PM MDT on September 10, 2026. Submit responses to Ashley J. Irizarry or Jennifer A. Hughes.
Notice text
Space Systems Command (SSC) is seeking information on how interested industry partners and a Consortium Manager (CM) could design, engineer, evaluate, and validate a secure, multi-node, multi-vendor continuous software development and delivery architecture. The Government is evaluating the feasibility of executing a No-Funds-Obligated (No-Cost) Prototype Other Transaction Agreement (OTA) under the statutory authority of 10 U.S.C. § 4022.
The primary technical objective of this prototype project is to test the viability of connecting commercially owned and operated secure facility nodes directly to secure Government cloud environments to enable scalable, secure DevSecOps pipelines.
