About this opportunity
Commander Navy Installations Command (CNIC) is soliciting responses to a Request for Information (RFI) regarding modernization of its pension system, with responses due by August 25, 2026. This is market research only; CNIC does not commit to award or procure based on RFI responses.
CNIC seeks a Rough Order of Magnitude for costs, timeline, and level of effort to replace its outdated CRIMS (Retirement Information Management System) with a modern FedRAMP-authorized solution serving approximately 7,400 active defined benefit participants and 3,700 former employees across over 100 installations in 11 worldwide regions. The solution must be deployable as SaaS or PaaS with Impact Level 4 FedRAMP Authorization, or installed within CNIC's N9 GovCloud FedRAMP-accredited environment.
Key requirements include a self-service portal, API/interface documentation for SAP HR, ADP Vantage payroll, and BNY Mellon pension payment systems, FedRAMP IL4 compliance, and Okta identity integration as a hard requirement. Scope encompasses functional capabilities including retirement applications, benefit payment processing, participant enrollment, benefits estimation, complex calculations, and reporting; system and functional requirements analysis, fit-gap analysis, comprehensive testing (configuration, interface, system, user acceptance, performance, security, regression, and compatibility), data migration, integration with external systems, training materials, ATO support, and six months of post-implementation application support with regional rollout. Target go-live is Q1 2028. CNIC anticipates a phased/multiple-award approach for the future full and open NAF solicitation, to be posted to SAM.gov and GSA eBuy. Responses are limited to 10 pages in PDF format. Contracting Officer is Hollie Bryant, (901) 258-4203, HOLLIE.J.BRYANT.NAF@US.NAVY.MIL.
