About this file

This document is Amendment 00002 to a Request for Information (RFI) N4571A-26-I-0002, issued by Commander Navy Installations Command (CNIC) NAF Acquisitions Branch on August 15, 2026. The amendment extends the RFI response submission date from the original deadline to August 25, 2026, and attaches vendor questions and answers to clarify requirements.

The RFI solicits information regarding a Pension System Solution, Implementation, and Migration for the Fleet and Family Readiness Support Services (FFRSS) Enterprise Applications and Support (N6Q2) program. The effort involves replacing the existing CRIMS (case management system) and E-Room systems. Current system details include a CRIMS database of 146 MB with 11,100 participants in Excel, PDF, and Word formats, and E-Room with 12 databases averaging 6 GB each. CNIC anticipates pursuing a phased/multiple-award approach for software licensing, implementation, and migration services, with vendors required to provide itemized costs for each phase. The future procurement will be a full and open NAF (Non-Appropriated Fund) solicitation posted to both SAM.gov and GSA eBuy. Key requirements include building a self-service portal directly into the pension system, API/interface documentation for SAP HR, ADP Vantage payroll, and BNY Mellon pension payment systems, compliance with FedRAMP IL4 standards, and Okta identity integration as a hard requirement. RMF and ATO artifact development is scoped within the contract period. The target go-live date is tentatively Q1 2028. Responses are limited to 10 pages in PDF format, with no specific set-aside considerations anticipated and no funding ceiling information available at this stage.

REQUEST FOR INFORMATION (RFI)

N4571A-26-I-0002

1. Who is the current CRIMS support contractor/vendor, and will they be eligible to respond to this RFI or a follow-on solicitation?

The current contractor supporting CRIMS is Deloitte. Yes, they are eligible to respond to this RFI and any potential follow-on solicitation.

2. Is E-Room the system of record for case management, or is CNIC also evaluating replacement of E-Room independently of the pension system decision?

Yes, E-Room is the current case management system of record. CNIC intends for the new solution to comprehensively replace both CRIMS and E-Room.

3. What is the current data volume and format for CRIMS (records, document count/size in the case management repository) to help scope migration effort?

Total size of CRIMS database: 146MB. Number of participants: 11,100. Format: Excel, PDF, Word. CRIMS record is currently developed into a custom Access solution with a SQL database backend. E-Room has 12 different databses with an average of 6 GB each.

4. Has a decision been made on the standalone self-service portal referenced in Section 5.3, or should ROM responses assume that capability is built into the pension system itself?

ROM responses should assume the self-service portal capability will be built directly into the proposed pension system. Please ensure the cost for the self-service portal is itemized within your ROM submission.

5. Is this RFI expected to lead to a single Request for Proposal, or could CNIC pursue a phased/multiple-award approach (e.g., separate awards for software licensing vs.

implementation services)?

CNIC anticipates pursuing a phased/multiple-award approach for software, implementation, and migration. Vendors are requested to provide itemized costs for each of these distinct phases in their ROM.

6. What contract vehicle(s) is CNIC anticipating for any follow-on procurement (e.g., full and open NAF solicitation, GSA schedule, existing IDIQ)?

CNIC anticipates utilizing a full and open NAF (Non-Appropriated Fund) solicitation.

7. Will this solicitation be posted to SAM.gov, or exclusively through a NAF-specific procurement portal?

The future solicitation is planned to be posted to both SAM.gov and GSA eBuy.

8. Is there an anticipated funding profile or program ceiling CNIC can share for planning purposes, even in general terms, given price/cost specifics are off-limits at this stage?

At this time, funding profiles and program ceilings are not available for release.

9. Does CNIC anticipate a single prime contractor responsible for both software licensing and implementation/migration services, or is a prime/subcontractor teaming structure with a software vendor and a separate systems integrator acceptable?

As noted in the response to Question 5, CNIC anticipates a phased approach for software, implementation, and migration. Teaming structures (e.g., prime/subcontractor arrangements) are acceptable to fulfill these requirements.

10. Are there any set-aside considerations (small business, 8(a), etc.) anticipated for the eventual solicitation?

No specific set-aside considerations are anticipated. The solicitation is expected to be competed on a full and open basis on SAM.gov and GSA eBuy.

11. Will CNIC provide API/interface documentation for SAP HR, ADP Vantage (payroll), and the pension payment vendor (BNY Mellon) to interested parties prior to a formal solicitation?

Detailed API and interface documentation will be required as part of the implementation phase. Currently, CNIC manages all data uploads to these systems manually.

12. Is CNIC's N9 GovCloud (CNG) FedRAMP accreditation at IL4, and can CNIC confirm whether Okta identity integration is a hard requirement or a preference?

Yes, CNIC's N9 GovCloud (CNG) operates at FedRAMP IL4. Okta identity integration is a hard requirement.

13. Will RMF/ATO artifact development be scoped as part of this contract's period of performance, or handled as a separate, sequential effort after implementation?

Yes, RMF and ATO artifact development and lifecycle support are scoped within this contract's period of performance.

14. Is there a preferred format or page limit for RFI responses, or a template CNIC would like followed beyond the ROM structure implied by Sections 3.1–3.4?

Responses must be submitted in PDF format and are limited to a maximum of 10 pages.

There is no specific template required, provided that all RFI requirements are adequately addressed within the page limit.

15. Can vendors submit clarifying questions about specific PRDs (e.g., PRD #20, marked "New") directly, or should all such questions route through this same RFI Q&A process?

All clarifying questions must be routed through the formal RFI Q&A process.

16. Approximately how many retirement cases, benefit estimate requests, death cases, and portability transactions does CNIC process annually?

Estimated annual volume for Retirement is 227, Estimates is 175, Deaths is 25, and Portability is 40.

17. What is CNIC's target go-live date for the HQ phase, and is there a separate target date for full regional rollout?

The target go-live date is tentatively set for Q1 of 2028, though this is subject to change based on program priorities. CNIC welcomes vendor recommendations in their responses regarding estimated timelines and best-practice approaches for the deployment phase.

18. What are the approximate participant counts for the USNA and NNS plans administered through CRIMS, and are those plans fully in scope for this modernization?

There are approximately 8,500 active participants and 3,600 retirees (subject to a possible variance of +/- 10%). Yes, these plans are fully in scope for this modernization effort.

19. Section 3.3 references security requirements captured in Appendix A; however, the appendix was not included in the solicitation. Please provide Appendix A.

Appendix A will be provided. Please note that the security requirements outlined in Appendix A are subject to change based on continuous updates to RMF and ATO standards.
