About this opportunity

The National Oceanic and Atmospheric Administration's (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) is conducting a Request for Information (RFI) to gather commercial satellite environmental data capabilities for fiscal years 2026-2032. The agency is specifically seeking satellite-based data across multiple product areas, with high priority on atmospheric measurements including water vapor, temperature, clouds, precipitation, tropical cyclone characteristics, winds, fires, ionosphere, and magnetosphere data. Vendors are required to submit 20-page capability statements by April 15, 2025, at 2:00 PM Eastern Time, detailing their business information, corporate capabilities, satellite assets, operational timelines, and licensing options. Respondents must provide specific technical details about their satellite data collection capabilities, with particular emphasis on Global Navigation Satellite Systems (GNSS) radio occultation technologies. The RFI is purely informational and does not constitute a formal solicitation, and the government will not reimburse vendors for response preparation costs.

The RFI does not include a specific set-aside designation and appears open to all qualified commercial providers. The potential data procurement covers near-real-time satellite measurements, with requirements including daily delivery of at least 500 radio occultation soundings across multiple satellite systems like GPS, GLONASS, Galileo, and BeiDou. While no specific award value is mentioned, the RFI suggests NOAA is preparing for a potentially significant multi-year data acquisition contract spanning fiscal years 2026-2032. The agency may share received information with other government entities including NASA, Department of Defense, and National Science Foundation for potential future procurement evaluations. Vendors are expected to provide detailed information about their satellite assets, operational capabilities, projected costs, and data licensing options, with a focus on high-accuracy, low-latency environmental and space weather data products.
