About this opportunity
The U.S. Army Program Executive Office Command, Control, Communications and Networks (PEO C3N), through the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground, is seeking vendor information for the Next Generation Load Device-Medium (NGLD-M) Increment 2 development project. The procurement targets fill devices that comply with the National Security Agency's Security Evaluation Requirement Document (SERD) 2.0 and meet system requirements including User Application Software (UAS), quantum-resistant algorithms, Over-the-Network Keying specifications, and alignment with the Army's Modular Open System Architecture (MOSA) principles. Vendors must submit 20-page white papers responding to either Category A for those with existing or near-compliant SERD 2.0 devices, or Category B for those interested in developing high-assurance fill devices. The evaluation will focus on device capabilities, NSA certification status, Size Weight and Power (SWaP) characteristics, business classification, facility clearance levels, and potential funding approaches. Responses are due September 17, 2025, within 21 calendar days of the RFI release, and must be submitted via email to the Contracting Officer and Contract Specialist after obtaining controlled documents through a Non-Disclosure Agreement.
This opportunity does not utilize any set-aside designations and is open to all qualified vendors. No current incumbents or contractors are specifically identified in the documentation, though the RFI mentions an updated point of contact for Sigmatech with Peter Eck as the designated representative. The government has not disclosed specific award values, budget ranges, or quantities for the potential procurement, emphasizing that this RFI is purely for market research and information gathering purposes. The timeline indicates that the government may schedule 60-minute clarification meetings with respondents following the submission deadline. Interested vendors must possess appropriate facility clearance levels to handle Controlled Unclassified Information in Export-Controlled and Operations Security categories. The government explicitly states that no contract award will result directly from this RFI and that submission of responses does not guarantee future solicitation opportunities.
