About this file

This is a Request for Information (RFI) from the U.S. Army Program Executive Office Command, Control, Communications and Networks (PEO C3N) seeking vendor input on developing the Next Generation Load Device-Medium (NGLD-M) Increment 2 (Inc 2). The RFI targets vendors with existing or developing fill devices that are compliant with the National Security Agency's Security Evaluation Requirement Document (SERD) 2.0, with a focus on devices meeting system requirements including User Application Software (UAS). Interested vendors must submit a 20-page white paper within 21 calendar days of the RFI release, responding to either Category A (for those with existing compliant or near-compliant devices) or Category B (for those interested in developing a high-assurance fill device).

The RFI requires detailed information about device capabilities, including NSA certification status, Size, Weight, and Power (SWaP) characteristics, Quantum-Resistant algorithms, Over-the-Network Keying specifications, and alignment with the Army's Modular Open System Architecture (MOSA) principles. Vendors must provide contact information, business classification, facility clearance level, and potential funding approaches. The government may schedule 60-minute clarification meetings with respondents and will distribute additional documents upon signature of a Non-Disclosure Agreement (NDA). All submissions will be handled as government property, and this RFI does not guarantee a future solicitation or contract award.
