About this opportunity
The National Geospatial-Intelligence Agency (NGA), a component of the Department of Defense, issued a Request for Information (RFI) titled "Mercury" on March 12, 2026, with an updated submission deadline of April 9, 2026 at 12:00 noon ET. This RFI seeks contractor input on the Mercury requirement, which will serve as the primary sustainment services provider for analytic technology systems supporting NGA's Analysis mission and the Analytic Services Production Environment for the National System for Geospatial-Intelligence (ASPEN). Mercury is a direct follow-on to the existing Chinook contract and will provide end-to-end operations and lifecycle management services for existing and emerging analytic systems. The RFI indicates that the government is considering flexible contract vehicles, including either a single contract or an Indefinite Delivery, Indefinite Quantity (IDIQ) arrangement with one or multiple vendors. The estimated contract value exceeds $100 million, with a minimum period of performance of five years in annual increments.
Contractors are required to submit responses as white papers not exceeding 15 pages in Microsoft Word format by the April 9, 2026 deadline. The RFI requests contractor input on risk mitigation strategies, staffing approaches, contracting recommendations, experience with system transitions and sustainment, DevSecOps pipelines, AI/ML integration, and organizational conflict of interest mitigation. Eligible contractors must possess or be capable of obtaining active Top Secret/Sensitive Compartmented Information (TS/SCI) clearances with Counter Intelligence polygraph for classified work, while unclassified work requires HSPD-12 or HSPD-12 Tier 1 adjudications. The primary place of performance will be at contractor facilities within the United States, with potential temporary access to NGA sites in Washington, DC and St. Louis, MO. Services required include systems engineering and integration, software development and maintenance, operations support, security engineering, technical support services, and ad-hoc engineering across approximately 15 identified Mercury-supported systems with additional systems anticipated during performance.
