About this opportunity
The United States Marine Corps (USMC) is seeking access control support services for the Marine Corps Intelligence Activity (MCIA) facilities located at Marine Corps Base Quantico, Virginia. The Request for Information (RFI) aims to identify potential small business sources for a contract that requires uniformed, TS/SCI cleared personnel to monitor entry control points, verify personnel clearances, and manage facility access. Critical qualifications include contractors possessing an active Top Secret Facility Clearance, U.S. citizenship, and a favorable Single Scope Background Investigation. Vendors must submit detailed responses by May 1, 2025, at 11:00 AM Eastern Time to monica.curley@usmc.mil, providing company information, potential NAICS codes, capability descriptions, and responses to specific questions about pricing and service capabilities. The government will use this market research to refine solicitation requirements and identify potential contract sources.
The current contract is held by Global Resource Solutions, Inc., a small business, and the anticipated new contract will be a 100% small business set-aside with a firm-fixed-price structure. The performance period is expected to run from June 25, 2025, through June 24, 2026, with a potential six-month extension option. Contract Line Item Numbers (CLINs) will likely include Access Control Support, Project Management, and a Phase-In/Transitional Period. Contractor personnel will be required to work Monday through Friday between 0600-1800 hours, wearing specific attire and potentially supporting after-hours and weekend special projects. All personnel must undergo security screenings, including potential random Counterintelligence Scope Polygraph examinations, and be capable of operating intrusion detection systems, verifying clearances through systems like DISS and Scattered Castles, and managing visitor entry processes.
