About this opportunity
The National Data Buoy Center (NDBC), operating under the National Weather Service and National Oceanic and Atmospheric Administration, is seeking vendors to either design and develop a custom lithium-ion secondary battery pack or provide a commercially available product that meets their oceanographic and meteorological monitoring requirements. The battery pack must be a 12V 120Ah unit using 18650 lithium cells with specific mechanical and electrical specifications, including an IP68-rated aluminum enclosure, RF-transparent lid, multiple connectors for solar charging and power output, and a Battery Management System with cell balancing capabilities. The battery must operate in temperatures ranging from -20 to 50°C, meet UN 38.3 transportation testing standards, and include a Smart Module for communication and monitoring purposes. Vendors are required to provide rough order of magnitude cost estimates for engineering, manufacturing, and testing, demonstrate experience in lithium-ion battery pack design and safety protocols, and verify that battery cell manufacturers do not source materials from regions involved in slave labor or human trafficking. The response deadline for this Request for Information has been extended to August 15, 2025, at 2:00 PM ET.
This opportunity does not include any set-aside designations and no incumbent contractors are identified in the documentation. The government anticipates procuring approximately 250 battery pack units over a 10-year period, with an estimated 40 units per year for the first five years and 10 units per year for the subsequent five years, though they also indicate expectations of procuring 10-20 battery packs annually in their current operations. NDBC operates 231 buoys and coastal stations that would potentially utilize these battery systems. For custom designs, NDBC expects to retain ownership of all design aspects including hardware, firmware, source code, and documentation, with the option to conduct competitive manufacturing bidding for future production. The procurement will be subject to Federal Acquisition Regulation provisions related to telecommunications equipment, video surveillance services, and Buy American requirements that vendors must comply with to receive any resulting contract award.
