About this file

This document is a Questions and Responses file for a Request for Information (RFI) regarding a Lithium Ion Battery Pack from the National Data Buoy Center (NDBC) at NOAA. The document contains two vendor questions and corresponding government responses, addressing the estimated manufacturing quantity and compliance requirements for battery pack components. The government indicates they anticipate procuring approximately 250 battery pack units over 10 years, with 40 units per year for the first 5 years and 10 units per year for the subsequent 5 years. Regarding component sourcing, the government emphasizes that any resulting solicitation or contract will include specific Federal Acquisition Regulation (FAR) provisions related to telecommunications equipment, video surveillance services, and Buy American requirements, which vendors must comply with to receive an award.

Questions and Responses

# Vendor Questions Government Response

1 Is the requested ROM for a unit of 1 pack or is there an estimated manufacturing qty along with the engineering / design / testing ROMs?

ROM would be assuming a total of approximately 250 packs over the course of 10 years with about 40 per year for 5 years then about 10 per year for the next 5 years.

2 Could the Battery Pack be accepted if some of the components did not come from a TAA compliant country?

For example if some of the components came from China.

Any resulting solicitation and/or contract will include FAR Provisions 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment and 52.204-26, Covered Telecommunications Equipment or Services-Representation and FAR Clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment. FAR Clause 52.225-1 Buy American - Supplies may also be included. In order to receive an award, vendors must comply with the applicable provisions and clauses.
