About this opportunity
Army Contracting Command Aberdeen Proving Ground issued a Request for Information on May 7, 2026, with responses due June 3, 2026, for market research on consolidating two existing Information Technology Support Services contracts serving the Army Test and Evaluation Command (ATEC). The consolidation will integrate the White Sands Missile Range Information Systems Operations Service Support mission into the ATEC Enterprise footprint under a single award supporting ATEC Headquarters and four subordinate organizations.
The anticipated contract vehicle spans seven years (two-year base period plus five one-year options) and will serve approximately 4,500 IT users across five primary locations: Aberdeen Proving Ground, Maryland; Fort Hood, Texas; and White Sands Missile Range, New Mexico, with potential support at Fort Bragg, Fort Huachuca, Fort Bliss, Fort Sill, and Huntsville. The two existing contracts being consolidated are Contract W91CRB-22-D-0002 (ATEC ITSS, hybrid FFP/T&M, $86 million over five years, approximately 100 FTEs, small business award) and Contract W91151-209-D-0009 (WSMR ISOSS, FFP, $39 million over five years, approximately 500 FTEs, unrestricted).
Core capabilities required include Enterprise IT and Customer Support (Tier 1–3 Help Desk, VIP support, VTC/SVTC engineering); Cybersecurity and Information Assurance (continuous RMF authorization, eMASS management, vulnerability scanning, endpoint security); Network and Data Center Operations (99.9% availability across NIPR, SIPR, DREN, SDREN); Software Development and Modernization (Agile/DevSecOps, CI/CD pipelines, commercial cloud integration); IT Logistics and Property Accountability; and Specialized Mission Support (Law Enforcement/Fire 911/CAD networks, GIS, meteorological tracking).
Respondents must address company information, CMMC and FedRAMP certification status, capability descriptions, relevant past performance, teaming considerations, staffing strategies for geographically dispersed locations, rate sustainability over seven years, and approaches to managing continuous RMF authorization and stringent Service Level Agreements. Submit responses in Microsoft Word format not exceeding 15 pages to Contracting Officer Esther Casari (esther.casari.civ@army.mil) and Contract Specialist Dennis Beauclair, Jr. (dennis.a.beauclair.civ@army.mil). This RFI is for planning purposes only; no contract will be awarded and respondents will not be reimbursed for submission costs.
