SECTION 4 – QUESTIONS THAT WILL NEED BE ADDRESSED IN THE RFP
1. Technological Agility and Innovation: Describe your approach to ensuring the Government remains technologically relevant as industry standards and technology landscapes rapidly evolve. Over the seven-year period of performance, how will your company implement agile methodologies, proactively identify and insert new technologies, and drive continuous innovation? Provide specific examples of how you have successfully future-proofed similar scale operations to keep pace with global technological shifts without causing unacceptable cost growth or operational disruptions.
2. Continuous RMF Authorization & Cybersecurity Operations: The PWS requires the contractor to maintain a continuous Authority to Operate (ATO) for multiple systems via eMASS, adhere to strict incident response times (e.g., 15 minutes for critical incidents), and manage both endpoint security and vulnerability scanning (ACAS/SCAP). Describe your company's experience and approach to managing continuous RMF compliance and integrating security operations across diverse networks (NIPR, SIPR, DREN, SDREN) without causing mission delays.
3. Agile Software Development & DevSecOps: Section C.5.3 of the PWS mandates the use of
Agile/DevSecOps methodologies, secure coding practices, and deployment in both on-premises data centers and commercial cloud environments (e.g., AWS, Azure). Describe your experience migrating legacy applications to modern cloud environments within DoD security boundaries.
How does your company implement automated CI/CD pipelines while ensuring zero
High/CAT I or Moderate/CAT II vulnerabilities prior to deployment?
4. Recruitment, Retention, and Telework Limitations: The PWS dictates that telework is heavily restricted (especially at OEC locations) and requires highly specialized personnel (e.g., Top Secret/SCI, SAP with Polygraphs, and strict DoD 8140/8570 computing environment certifications). Given the geographic dispersion of the Test Centers (e.g., WSMR, Fort Hood, APG) and the lack of telework flexibility, what is your strategy for recruiting, relocating, and retaining top-tier engineering and cybersecurity talent over a 7-year period?
5. Meeting Stringent SLAs Across Time Zones: The PWS establishes strict Service Level
Agreements (SLAs), such as 99.9% network availability, a 15-minute response time for
VIP/Critical Help Desk tickets, and 1-hour response for High incidents. How will your company structure its staffing and escalation procedures to guarantee these SLAs are consistently met across multiple time zones (Eastern, Central, Mountain) and classification levels?
6. GFP Accountability and IT Logistics: Section C.5.4 requires the contractor to manage warehouse operations, conduct central receiving, process turn-ins to DLA Disposition Services, and maintain 100% accountability of Government Furnished Property (GFP) via systems like
GCSS-Army. Describe your experience managing large-scale IT logistics and secure supply chain operations. How do you ensure the secure transport and tracking of sensitive IT or
COMSEC equipment across different installations?
