About this opportunity
The Pension Benefit Guaranty Corporation is issuing a Request for Information to identify contractors capable of delivering an insurance rate survey information subscription service, with responses due by 4:00 PM Eastern on June 25, 2026. No set-aside applies.
PBGC seeks monthly surveys of group annuity insurers to gather interest rate data used in determining group annuity premiums and pension benefit liability calculations for distress plan terminations. The contractor must survey at least half of all group annuity insurers operating in the market and publish aggregated data online within 10 business days following each month-end. The work is performed at the contractor's offices; no travel or government-provided equipment is required.
The anticipated contract structure is firm fixed-price with a 12-month base period (January 1, 2027–December 31, 2027), four optional 12-month renewal periods extending through 2031, and an optional six-month extension through June 30, 2032. The contractor will deliver three primary services: monthly interest rate surveys, online publication of the Pension Risk Transfer Index, and technical assistance limited to 15 hours per year on an as-requested basis via phone or electronic collaboration tools. The work falls under NAICS 541990 (All Other Professional, Scientific, and Technical Services) and PSC B599 (Special Studies/Analysis—Other).
Interested vendors must submit responses to nguyen.au@pbgc.gov and brummell.joseph@pbgc.gov in Microsoft Word or PDF format, including company name, UEI, point of contact, socio-economic status, and answers to eight capability and pricing questions. This RFI is for planning purposes only and does not constitute a commitment to solicit.
