About this file

This is a Request for Information (RFI) issued by the Pension Benefit Guaranty Corporation (PBGC) to identify potential contractors for an insurance rate survey information subscription service. PBGC seeks expertise and experience in the group annuity market to refine its Policy Research and Analysis Department (PRAD) methodology for determining interest rates used in pension benefit liability calculations for distress plan terminations and financial statements. The contractor will provide monthly published survey data from group annuity insurers accessible online and make expert staff available to answer questions about the group annuity industry and market conditions. The anticipated contract structure is firm-fixed-price with a base period and four one-year option periods, with performance beginning January 2027. The requirement falls under NAICS Code 541990 (All Other Professional, Scientific, and Technical Services).

Interested companies must submit responses by 4:00 PM Eastern Standard Time on June 25, 2026, to nguyen.au@pbgc.gov and brummell.joseph@pbgc.gov via Microsoft Word or Adobe PDF. Required response elements include company name, Unique Entity Identifier (UEI), point of contact information, socio-economic status, and answers to eight specific questions regarding capability to perform all services, relevant experience, sufficiency of the Draft Statement of Work, competitive pricing availability for 10–20 employee subscriptions per performance year with cost estimates, NAICS code suitability, and miscellaneous feedback on the draft requirements. This RFI is for information and planning purposes only and does not constitute a commitment to solicit or contract; respondents bear all response costs, and non-response does not preclude participation in future solicitations.

2. Requirement Description

2.1. PBGC uses interest rates developed by the Policy Research and Analysis Department (PRAD) to perform the calculation of pension benefit liabilities for distress plan terminations and PBGC's financial statements. PRAD uses a survey of group annuity insurers to determine these interest rates. PBGC is seeking expertise and experience in the group annuity market to clarify issues that may not be addressed appropriately in PBGC's survey methodology. The contractor will provide information from a survey of group annuity insurers which is published online monthly so that it is accessible to PBGC. Experts at the provider will be available to answer questions about the group annuity industry and the current state of the market. Using this information, PRAD will be able to refine its own methodology for determining interest rates that are used for discounting PBGC's financial statement liabilities and distress termination liabilities.

2.2. A firm-fixed-price contract with a base and four one-year option periods is anticipated.

Performance is anticipated to begin Jan. 2027.
