About this opportunity

The Immigration and Customs Enforcement (ICE) Office of Professional Responsibility is seeking contractor support to conduct compliance inspections of detention facilities and administrative reviews of detainee deaths. The primary services required include performing incident inspections across ICE detention facilities to verify compliance with National Detention Standards (NDS), Non-Dedicated Intergovernmental Standards (NDIDS), Performance-Based National Detention Standards (PBNDS), and Family Residential Standards (FRS), as well as conducting comprehensive administrative reviews and death investigations for individuals who have died in ICE custody. Key personnel requirements include dual Project Managers (one for inspections and one for death reviews, who cannot be the same individual), Medical Subject Matter Experts, Detention/Corrections Subject Matter Experts, Environmental Health and Safety/Food Service Specialists, and Administrative Support staff, all of whom must possess bachelor's degrees (for management positions), 10-15 years of relevant correctional or detention experience, and appropriate security clearances. All contractor personnel must comply with 5 CFR 731 fitness standards and undergo background investigation and continuous vetting. Responses to this Request for Information are due by February 4, 2026, at 12:00 p.m. Eastern Time, with the government using responses for market research and planning purposes only.

This opportunity is designated as a Total Small Business set-aside. The base contract period runs 12 months from March 18, 2026, through March 17, 2027, with four optional one-year extensions available, covering performance at detention facilities throughout the continental United States, Puerto Rico, and overseas locations including Guam, the Virgin Islands, Alaska, and Hawaii. The government estimates approximately six to eight compliance inspection teams and four detainee death review teams will be required annually, with individual inspections requiring two to five days each and death reviews involving two to five days of preparation, on-site work, and post-review analysis. The estimated annual labor requirement totals 57,344 hours across all positions, with the government projecting approximately 40 productive hours per compliance inspection. Vendors must provide rough cost estimates across five labor categories and travel/other direct costs for Years 1 through 5 plus a six-month option period. The conflict of interest provisions prohibit individuals who received ICE compensation within the last 12 months in Inspections Program Office positions from participating on this contract.
