The Defense Health Agency is issuing a Request for Information to identify contractors capable of providing research, program management, logistical, and records management support for two federal advisory committees—the Defense Health Board and the Advisory Council on Health and Human Performance Optimization—with responses due September 14, 2026 at 4:00 PM EST.

The anticipated period of performance comprises one 12-month Base Period and four 12-month Option Periods. Primary work is performed at Defense Health Headquarters in Falls Church, Virginia, with authorized telework.

The contractor must demonstrate organizational capability in four key areas: research approach, design, and methodology translating complex taskings into clearly defined research questions using qualitative, quantitative, epidemiological, and mixed methods; research and information gathering including scientific literature reviews and engagement of subject matter experts; information management, synthesis, and writing for diverse sources and evidence gaps; and report writing with senior scientific and technical expertise and Section 508 compliance. Deliverables include research synthesis, literature reviews, Terms of Reference, recommendation tables, publication-level reports, meeting coordination and logistics across multiple U.S. locations, membership management, website maintenance, FACA compliance documentation, and monthly progress reports. The contractor shall furnish copy editing, graphics, 508 remediation, online webcast capability, and survey tools.

Contractor personnel require Common Access Card identification, background investigations, DoD 8570.01-M cybersecurity training compliance, and HIPAA adherence. All work is unclassified at TIER II non-critical sensitive position level. The estimated annual workload is seven positions totaling 13,384 hours.

The Government anticipates NAICS Code 541715 but seeks confirmation or alternatives from respondents. Capability Statements are limited to fifteen pages and submitted via email to jeanna.m.butler.civ@health.mil and leslie.s.nelson7.civ@health.mil.
