About this file

This is a Request for Information (RFI) issued by the Defense Health Agency (DHA) for Health Advisory Committees Research and Support services. The RFI seeks to identify potential contractors capable of providing Studies and Analysis, Program Management, Logistical, and Records and Information Management support services to the Defense Health Board (DHB) and the Advisory Council on Health and Human Performance Optimization (ACHHPO). These Federal advisory committees, established under the Federal Advisory Committee Act of 1972, provide independent advice and recommendations to the Secretary of War on health care policy, program management, health research programs, and warfighter health optimization. The committees consist of up to twenty nationally and internationally recognized leaders in medicine, health care, and national security who meet quarterly for public-facing deliberations and prepare formal report products with comprehensive findings and recommendations.

The contractor must demonstrate organizational capabilities in four key performance metrics areas: (1) Research Approach, Design, and Methodology—translating complex taskings into clearly defined research questions and developing rigorous analytic frameworks utilizing qualitative, quantitative, epidemiological, and mixed methods; (2) Research and Information Gathering—conducting scientific literature reviews, fact-finding, data collection, and analysis, including engaging subject matter experts and eliciting expert perspectives; (3) Information Management, Synthesis, and Writing—organizing and synthesizing diverse information sources, identifying key findings and evidence gaps, and creating summaries and visualizations; and (4) Report Writing—providing evidence-based information products, accurately capturing committee deliberations, and delivering senior scientific/technical writing and editorial expertise with document production capabilities including Section 508 accessibility remediation. The anticipated period of performance is one 12-month Base Period and four 12-month Option Periods. Interested parties must submit a Capability Statement in Microsoft Word or PDF format, limited to fifteen pages, by Monday, 14 September 2026 at 4:00 PM EST via email to jeanna.m.butler.civ@health.mil and leslie.s.nelson7.civ@health.mil. The submission must include administrative information (company name, Unique Entity ID, CAGE, NAICS codes, business size status, applicable GSA SINs, and contract numbers) and responses addressing the requested information per Section 3.0 of the RFI. The Government currently contemplates NAICS Code 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and seeks confirmation or alternative recommendations from respondents. This RFI is for information and planning purposes only and does not constitute a commitment to contract or accept unsolicited proposals; all costs associated with responding are the responsibility of interested parties.

2.0 Background

2.1 The Defense Health Board (DHB) and the Advisory Council on Health and Human Performance Optimization (ACHHPO) are Federal advisory committees established by the Secretary of War.

The DHB, under the provisions of the Federal Advisory Committee Act of 1972, as amended, provides the Secretary of War, independent advice and recommendations on matters pertaining to Department of War (DoW) health care policy and program management; health research programs; treatment and prevention of disease and injury; promotion of health and wellness within DoW and the delivery of efficient, effective, and high quality health care services to DoW beneficiaries; and other health-related matters of special interest to DoW as determined by the Secretary of War, the Deputy Secretary of War, or the Under Secretary of War for Personnel and Readiness.

The Advisory Council on Health and Human Performance Optimization (ACHHPO), under the provisions of the Federal Advisory Committee Act of 1972, as amended, provides the Secretary of War, independent advice and recommendations on matters pertaining to warfighter health optimization and accelerating evaluation and potential application of strategies to improve human performance within the DoW.

In support of this mission, the committees convene meetings to deliberate issues brought to their attention and prepare formal report products with comprehensive findings and recommendations to the department. Integral to these deliberations are a myriad of activities and preparatory tasks including qualitative and quantitative research; extensive collection of background information, to include scientific literature reviews, preparatory teleconferences, email communications and coordination of briefings, the development of topic summaries, PowerPoint presentations, and reports, as well as other processes and procedures in support of committee operations.

Subsequent to deliberative meetings, the committees prepare official documents and a final report reflecting their findings and recommendations to the DoW.

The committees, each consisting of up to twenty nationally and internationally recognized leaders in medicine, health care, health care policy, and national security, serve in a strategic role and meet for public-facing deliberations on a quarterly basis. All members are formally appointed by the Secretary or Deputy Secretary of War for terms from 1- 4 years. Appointed members serve on the parent committee and/or on one of the subcommittees. Subcommittee members are nationally recognized subject matter experts (SMEs) in medical and health care disciplines aligned to the subcommittee on which they serve. There can be up to 15 subcommittee members on each subcommittee. All members and subcommittee members are appointed as Regular or Special Government Employees.

See attached draft PWS for details of this requirement.
