About this opportunity

The United States Department of Agriculture's Office of Partnerships and Public Engagement (USDA OPPE) is seeking event management and workshop/conference planning services through a Request for Information (RFI). The agency aims to identify contractors capable of organizing events for USDA officials, stakeholders, and the public, with events potentially conducted on-site or in a hybrid format. The RFI serves as a market research tool to develop an acquisition strategy for a future Request for Quote (RFQ), with the primary goal of creating forums for networking, resource sharing, and providing USDA updates. Responses are voluntary and will help determine whether the procurement will be a small business set-aside or pursued through full and open competition. The survey response deadline is December 20, 2024, and interested parties must submit information through the provided online survey link, with no reimbursement offered for response preparation.

The opportunity is designated as a Total Small Business set-aside, targeting contractors in the Convention and Trade Show Organizers (NAICS 561920) category. While no specific award value is mentioned, the performance work statement indicates the potential for complex event planning, including a 500-person 2501 Symposium with specific venue requirements such as proximity to major airport hubs and restaurants. Contractors must provide comprehensive services including venue selection, registration management, audio-visual support, interpretation services, and meeting logistics. Key personnel requirements include executives, event supervisors, managers, coordinators, and AV technicians. The contract will demand rigorous performance metrics, with expectations of 90% compliance on deliverables, timely reporting, and adherence to specified event management standards.

Notice text

The United States Department of Agriculture (USDA) Office of Partnerships and Public Engagement (OPPE) is seeking industry information to identify contractors who possess the capabilities to provide services for Event Management and Workshop/Conference planning in accordance with the draft requirements attached. This service is required by the OPPE to organize events, workshops, or conferences. These events are attended by USDA officials, internal and external stakeholders, and the public across the nation throughout the year. Events can be conducted on-site or in a hybrid format, depending on the needs of the specific event. The goals and objectives of these events are to create open or closed forums for networking, sharing resources and best practices, and providing updates from USDA officials on various USDA topics.

As permitted by FAR Part 10, this is a market research tool being utilized for informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy for a possible Request for Quote (RFQ), to be issued at a later date, and in determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized. If full and open competition is ultimately pursued, responses to this survey may be used to aid in establishing small business subcontracting goals.

This notice shall not be construed as a request for quote (RFQ) or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request, so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow-up information requests.

Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy.

This survey will close on December 20, 2025.  Survey responses will not be monitored after close.

Communication outside of this survey such as email or phone calls will not be accepted.  Please provide information in survey response.  Thank you.
