About this opportunity

The Naval Supply Systems Command (NAVSUP) Weapon Systems Support Nuclear Supply Chain Management Directorate issued a Request for Information (RFI) on January 5, 2026, to identify small business suppliers for a Blanket Purchase Agreement (BPA) covering wallboard, building paper, and thermal insulation materials classified under Federal Supply Code 5640. This market research initiative targets companies capable of supplying nuclear reactor components and secondary system materials for the Navy's nuclear propulsion program. The RFI represents a competitive procurement opportunity exclusively set aside for small business concerns meeting the designated NAICS code 314999 (All Other Miscellaneous Textile Product Mills). The agency is actively seeking potential vendors to support the Navy's strategic nuclear supply chain through this formalized procurement process.

Small businesses interested in pursuing this BPA opportunity must submit white papers in Microsoft Word format to Eva Raczka by the February 5, 2026 deadline, detailing past performance experience with high-quality textile products similar to those required for nuclear applications. Eligible contractors must demonstrate technical capability, adequate production capacity, ISO 9000 quality management system compliance, and adherence to military and international quality standards, with individual purchases under the BPA not to exceed $250,000. All potential suppliers must establish accounts and maintain compliance with required e-business systems including SAM, WAWF, EDA, and BPMI, and be prepared to undergo a comprehensive pre-award survey process. While the RFI serves as a market research tool to gauge vendor interest and capability, participation does not guarantee contract award, though qualified small businesses that respond may be considered as valued NAVSUP WSS suppliers for future nuclear program procurements.
