About this opportunity

The Naval Supply Systems Command (NAVSUP) Weapon Systems Support Nuclear Supply Chain Management Directorate has issued a Request for Information (RFI) seeking small business concerns interested in a Blanket Purchase Agreement (BPA) for hand tools and edge tools nonpowered and nonedged, classified under Federal Supply Code (FSC) 5120 and NAICS Code 332216. This Special Notice was posted on January 21, 2026, with responses due by February 21, 2026. NAVSUP WSS is responsible for provisioning, procurement, and quality assurance of all components within the secondary systems of the Navy's Nuclear Propulsion Plants. The RFI serves as a market research tool to identify qualified small business suppliers capable of supporting the Navy's nuclear reactor maintenance and sustainment requirements. This is a Total Small Business set-aside opportunity exclusively available to small business concerns.

The primary objective of this RFI is to assess the market for potential BPA suppliers capable of providing high-quality hand and edge tools that meet stringent Navy nuclear propulsion standards. Interested contractors must submit white paper responses demonstrating past performance in supplying similar tools within the last 12 months, with consideration given to effort similarity, complexity, dollar value, and firm-fixed-price contract history. Eligible respondents must be classified as small businesses under NAICS 332216 and must comply with extensive quality assurance requirements including MIL-PRF-23199 and MIL-STD-792 standards, FAR Clause 52.246-2, and mandatory e-business system registrations in SAM, WAWF, EDA, and BPMI Online E-commerce. New suppliers selected for BPA consideration will undergo pre-award surveys conducted by DCMA NSEO and NAVSUP WSS quality assurance specialists to evaluate quality management systems, technical ability, production capacity, and compliance with security and packaging requirements. Individual purchases under any resulting BPA shall not exceed the simplified acquisition threshold of $250,000, and NAVSUP WSS intends to establish BPAs with multiple suppliers to ensure competition.
