About this opportunity
Brookhaven Science Associates (BSA), acting on behalf of the Department of Energy Office of Science, is seeking expressions of interest for an ultralow temperature quantum materials/devices measurement system (UTQMD)—specifically a cryogen-free dilution refrigerator platform designed for quantum materials and device characterization. The system must meet rigorous technical specifications including a base temperature below 10 mK, an integrated 14 Tesla cryogen-free magnet, electronic transport and optical spectroscopy capabilities, and RF dielectric-loss characterization for superconducting qubit applications. Key requirements include a Cryomech pulse tube cryocooler, bottom-loading fast sample exchange system, comprehensive experimental wiring, and a microwave readout module, with preference given to US-manufactured equipment or vendors providing US-based field service support. Vendors must demonstrate proven track records of operation, user-friendly design, and low-maintenance operation while complying with Brookhaven's General Terms and Conditions and Supplier Quality Assurance Requirements (BNL-QA-101), which mandate quality systems such as ISO 9001 certification and comprehensive documentation protocols. Interested suppliers must submit their expressions of interest, including capabilities, estimated lead times, budgetary pricing, and any exceptions to BSA's terms and conditions, by January 20, 2026, with technical inquiries directed to Mark Brock at mbrock@bnl.gov.
This Request for Information involves no set-aside designations and does not identify any incumbent contractors or current supplier agreements. While no specific award value or budget range is disclosed in the pre-solicitation notice, the procurement falls under NAICS 334513 (Instruments and Related Products Manufacturing) and PSC 6640 (Laboratory Equipment and Supplies), indicating a complex scientific instrument acquisition. Vendors should anticipate warranty requirements of 24 months for manufactured products and 12 months for third-party products, along with net 30-day payment terms once the formal solicitation is issued. The RFI response deadline of January 20, 2026, represents a critical milestone for interested suppliers to position themselves for the subsequent formal solicitation process, which will follow the government's evaluation of submitted information regarding vendor capabilities and equipment specifications.
Notice text
The Center for Functional Nanomaterials & The Co-design Center for Quantum Advantage are planning to acquire an ultralow temperature platform for quantum materials and devices characterization. The ultralow temperature quantum materials/device measurement system (“UTQMD”) should be a cryogen-free dilution refrigerator with separate vacuum and radiation shield set for two different types of measurements. One is for the characterization of two-dimensional materials to realize and control correlated quantum coherence, and another is for dielectric loss characterization using high-Q microwave cavities for materials in superconducting qubits.
