About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP), specifically Fleet Logistics Center Yokosuka (FLCY), has issued a Request for Information (RFI) regarding transportation and delivery services for bulk potable water. This RFI is intended for market research and planning purposes only and does not constitute a solicitation, commitment, or obligation to award a contract. The primary requirement involves identifying potential sources capable of providing tanker water trucks and/or water barges to transport and deliver government-provided potable water with a five-day notice to perform. Services encompass transportation and delivery, disinfection, inspection, testing, and record keeping. Interested companies must submit their company name, point of contact information, telephone number, email address, and details regarding the number of available water transport vehicles and their capacity in gallons by the December 27, 2025 deadline. Responses should be directed to the Contracting Officer, Cynthia K. Gama, at cynthia.k.gama.civ@us.navy.mil.

This RFI is not designated for any small business or socioeconomic set-aside, making it open to all qualified sources. The specific frequency, quantity, and period of performance for the potable water transportation service remain unknown at this time, as the government has not finalized the full scope of requirements. The place of performance is designated as Commander Fleet Activities Yokosuka (CFAY) located in Japan. No incumbent contractor or award value has been identified in this pre-solicitation notice. Potential respondents should note that submission of information in response to this RFI creates no basis for claims against the government and will not result in payment or contract award based on this RFI alone; a formal solicitation will be issued if and when the requirement is finalized.
