About this opportunity
The Naval Surface Warfare Center, Panama City Division is conducting a Request for Information to identify potential sources for commercial off-the-shelf communications headsets for the Ship to Shore Connector (SSC) program, specifically for Landing Craft Air Cushion (LCAC) system upgrades. The headsets must meet stringent specifications including passive noise attenuation of 24 dB or greater, specific electrical parameters such as 10-ohm earphone impedance and noise-cancelling microphone compliance with MIL-M-26542/2 USAF standards, and physical requirements including a maximum weight of 19 ounces with over-ear design and hinged adjustable microphone. Environmental qualifications are critical, requiring the headsets to operate in temperatures ranging from -40°C to +55°C and meet multiple MIL-STD specifications for shock, vibration, dust, humidity, salt spray, and electromagnetic compatibility. This market research initiative is explicitly not a request for proposals but rather an information-gathering exercise to assess available commercial solutions. Interested parties must submit their responses by September 14, 2025, with no specific format requirements.
This opportunity does not utilize any set-aside designations, making it open to all qualified contractors regardless of size or socioeconomic status. No incumbent contractors or current suppliers are identified in the notice, suggesting this may represent a new procurement approach or system upgrade initiative. The notice does not specify award values, budget ranges, or quantities of headsets required, as this is purely an information-gathering phase to understand market capabilities and available solutions. The NAICS code 334310 (Audio and Video Equipment Manufacturing) and PSC code 5965 (Headsets, Handsets, Microphones And Speakers) indicate the government is seeking established manufacturers in the audio equipment industry with proven capability to produce military-grade communication devices. The extensive environmental and performance specifications suggest this procurement will ultimately involve a significant investment in ruggedized communication equipment designed for harsh maritime operational environments.
