About this opportunity

The Defense Health Agency Contracting Activity is conducting market research to identify qualified vendors for a commercial-off-the-shelf remote authentication platform that will provide web-based single sign-on (SSO) access to the Department of Defense Virtual Medical Library for military medicine personnel. The platform must function as a gateway service enabling secure remote access to publisher content, full-text journals, magazines, continuing education credits, and evidence-based care sheets for DOD and Military Health System users both on and off campus. Key technical requirements include SAML-based SSO authentication, web-based access without software installation, administrative interfaces, self-registration capabilities, customizable user portals, and compatibility with DOD security standards and approved devices and browsers. The government has not yet finalized its acquisition strategy and is contemplating a single contract award, though this pre-solicitation notice is not a formal request for proposal. Interested parties must submit a maximum 20-page Capability Statement addressing the content requirements outlined in Section 2.0 of the Statement of Work by 12:00 PM ET on November 24, 2025, to Linda Walker and Destiny Wood via email; respondents must be registered in the System for Award Management (SAM) and provide company details including NAICS code and unique entity identifier.

This procurement involves no set-aside designations, and no incumbent contractor or current vendor has been identified in the materials provided. The contract will support 17,500 total end users distributed across multiple military medicine organizations: 5,000 users each for Air Force, Army, and Navy Medicine, and 2,500 for the Defense Health Agency. The base contract period runs from March 1, 2026 through February 28, 2027, with four additional one-year option periods extending through February 28, 2031, providing potential coverage through a five-year period. The vendor must provide 24/7 system accessibility, technical support during normal US business hours with a four-hour response time for support calls, and deliver virtual training and promotional materials at no additional cost. While specific budget or award values are not disclosed in this pre-solicitation notice, vendors should note that responses to this RFI are not offers and cannot form a binding contract, and participation does not ensure opportunities for future solicitations or contract awards.
