About this opportunity

The Naval Surface Warfare Center, Panama City Division is issuing a Request for Information on Emergency Air Breathing respirators for submarine use, with capability statements due by August 29, 2026. This RFI is for information and planning purposes only and does not commit the Government to contract or promise future procurement action.

The EAB respirator must provide breathing air to Navy submarine crew members in immediately dangerous-to-life-or-health atmospheres and include a full facepiece with speaking diaphragm, adjustable head harness, second-stage demand regulator, connection manifold with integral belt clip, 8-foot air supply hose, and voice amplification device. The system must also include a Bag Valve Mask Adapter and 25-foot air supply hose if required. The equipment must interface with existing submarine breathing air supply manifolds using ½-inch male and female Schrader-type twist-lock fittings (Foster SHD10 quick-disconnect plug or equal, and Foster SHD3003 quick-disconnect socket or equal) and operate easily from a stowed configuration.

Interested parties should submit capability statements to james.i.fulton2.civ@us.navy.mil. Submissions must include company name, mailing address, CAGE code, phone number, email contact, and technical descriptions of offered capabilities. Proprietary information must be clearly marked. All submissions become Government property and will not be returned. Responding parties bear all submission costs, and non-response does not preclude future participation if an RFQ is issued. Questions may also be directed to theresa.r.hansen.civ@us.navy.mil. The procurement falls under NAICS 339113 (Surgical Appliance and Supplies Manufacturing) and PSC 4240 (Safety and Rescue Equipment), with a small business size standard of 1,000 employees.
